Disapproves of the practice of the year-end ‘mopping-up transfer’ to contribute to building projects; underlines that such ‘mopping-up transfer’ takes place systematically on the same chapters, titles and often on exactly the same budgetary lines; considers that it is at odds with the transparency of building projects within Parliament’s budget and incentivises over-budgeting in certain areas;
