AMENDMENTS 83 - 411 - Draft opinion Circularity requirements for vehicle design and on management of end-of-life vehicles, amending Regulations (EU) 2018/858 and 2019/1020 and repealing Directives 2000/53/EC and 2005/64/EC

The decade preceding the status of “vehicle of historical interest”, wherein the vehiclealready complies with the latter two conditions stated in the definition, lacks the protectionand preservation necessary for the growth of this niche. This acknowledgment is essential toensure the continuity and preservation of the historic vehicle park and of the Europeanmotoring heritage. Through this measure national scrappage schemes shall foster thesevehicles to reach the age requirement set for a “vehicle of historical interest”. Lastly, it shallbe noted that the current definition, dating back to 2009, could not foresee the current speedof technological innovations. This addition thus allows the appointed authorising bodies toaccount for the faster pace experienced by those vehicles in becoming of historical interest.
