(35 a) 'vehicle of historical interest' means any vehicle which is considered to be historical by the Member State of registration or one of its appointed authorising bodies and which fulfils all the following conditions: – it was manufactured or registered for the first time at least 20 years ago; – its specific type, as defined in the relevant Union or national law, is no longer in production; – it is historically preserved and maintained in its original state and has not undergone substantial changes in the technical characteristics of its main components;

The decade preceding the status of “vehicle of historical interest”, wherein the vehiclealready complies with the latter two conditions stated in the definition, lacks the protectionand preservation necessary for the growth of this niche. This acknowledgment is essential toensure the continuity and preservation of the historic vehicle park and of the Europeanmotoring heritage. Through this measure national scrappage schemes shall foster thesevehicles to reach the age requirement set for a “vehicle of historical interest”. Lastly, it shallbe noted that the current definition, dating back to 2009, could not foresee the current speedof technological innovations. This addition thus allows the appointed authorising bodies toaccount for the faster pace experienced by those vehicles in becoming of historical interest.
