Emphasises the need for developing a clear and harmonised definition of ‘substantial modification’, in order to distinguish it from routine repair or maintenance operations; calls on the Commission to come up with guidelines, subject to regular review, that present concrete examples of common refurbishment and repair processes in order to support relevant authorities, economic operators and consumers;
