Stresses that financial support must be conditional on the implementation of reforms and adherence to Union values; emphasises, in this regard, the need for a strong governance model that ensures parliamentary accountability, oversight and control and that ensures a strengthened conditionality mechanism, based on the improved rule of law reporting and clear criteria, in particular a strong and functional anti-fraud architecture; considers that support for civil society in enlargement countries should remain independent of government reform progress;
