Subject: Action to address the effects of extreme weather caused by the jet stream

One of the most devastating storms for 30 years hit Spain in September 2019. There was widespread flooding and rivers burst their banks across large swathes of eastern Spain and the Balearic Islands. Many areas in Castilla-La Mancha were also hit. It is estimated that over 9 000 hectares of land were affected in the region as a result of the meteorological phenomenon known as the ‘cold drop’, where movements of the jet stream cause violent downpours and storms to occur – with devastating consequences – in eastern Spain, typically in autumn. In the province of Albacete alone, some 675 hectares of crops were completely destroyed, and more than 1 000 hectares of arable land were badly damaged. It has become clear from what has happened in Spain over the last few months that climate change will exacerbate these weather events, making them more frequent and more damaging.

1. With the above in mind, what steps is the Commission intending to take to make good the losses sustained as a result of extreme weather in the worst-affected regions?

2. What efforts will the Commission be making in an attempt to prevent these disasters caused by climate change?

On the disasters that hit Spain in September 2019, Spain announced it will request assistance from the EU Solidarity Fund (EUSF). The Commission has received and analysed the request, and following its assessment, concluded that additional information is needed. Commission services are waiting for the reply of the Spanish authorities to continue the process. EUSF assistance may only be used to help cover the cost of public emergency and recovery operations. Private damage including in agriculture is not eligible for aid.

Cohesion Policy is investing almost EUR 8 billion in climate change adaptation and risk prevention. The bulk of the investments goes into the prevention of and preparedness for natural disasters such as floods, forest fires and coastal erosion.

In the period 2014-2020, funding from the European Regional Development Fund (ERDF) of around EUR 124 million is available in Spain for climate change adaptation and risk prevention. Other climate change-related ERDF investments are foreseen to improve water management and restore biodiversity (EUR 324 million).

The Commission’s proposals for the post-2020 Cohesion Policy include disaster risk prevention and management as a specific objective. Financial support for the post-2020 period in this area will be critical in countries such as Spain. It is thus foreseen that the new operational programmes will include actions in terms of climate-change related risks and allocate the necessary resources to address those risks effectively.

The EU Strategy for adaptation to climate change (1) aims to make Europe more climate-resilient. By taking a coherent approach and providing for improved coordination, it aims to enhance the preparedness and capacity of EU Member States to respond to the impacts of climate change.
