Subject: Attack on the environment in Andalusia: plan to discharge 80 billion litres of highly polluting waters into the River Guadalquivir

The Andalusian Government plans to build a pipeline more than 30 km long to discharge 80 billion litres of highly polluted water into the River Guadalquivir.

The excuse given for this attack on the environment is allegedly to facilitate the reopening of the Aznalcóllar mine; polluted waters still present in the pit, which contain high levels of heavy metals such as cadmium, lead, arsenic and mercury, are to be released.

Many environmental organisations complain that the environmental impact on fauna and flora, as well as on all interconnected natural sites, would be immediate, with the full length of the River Guadalquivir seriously affected.

Concurrently to this likely case of ecocide, the possibility of extracting, from that same river, water for human consumption is being explored owing to the severe droughts expected in the area as a result of climate change.

Taking into account the precautionary principle, as well as the framework directives on water, habitats and environmental impact and the Nature Restoration Law:

1. Is the Commission aware of this issue and will it investigate this possible attack on the environment?

2. Does it intend to demand that this plan be stopped and that alternative solutions be found that do not breach EU law and the precautionary principle?

3. In the Commission’s view, is the toxic discharge of 80 billion litres of highly polluted waters compatible with international commitments and European legislation to address the biodiversity crisis?
