Subject: Civilian capabilities development process

A new compact on civilian CSDP missions was concluded in 2023 under the Swedish Council Presidency. Subsequently, and building on the proposals in the Strategic Compass, an agreement was also reached to set up a structured process for further development of capabilities by 2024. The key purpose of this process is to assess the CSDP and contribute to the effective implementation of civilian missions.

1. The key purpose of the Civilian Capability Development Process (CCDP) is to provide the civilian Common Security and Defence Policy (CSDP) missions with the necessary capabilities (personnel, equipment, procedures, amongst others) that allow them to implement their mandate. The CCDP does not seek to assess the missions as such, but will indirectly impact on their effectiveness. Member States’ experts are involved in setting up the process. An evaluation of the results of the CCDP is planned after the implementation phase and will be shared with Member States.

2. The effective implementation of mandated tasks of the civilian missions is monitored through regular reporting, both internally and to the Member States. The new civilian CSDP Compact adopted by the Foreign Affairs Council on 22 May 2023 (1) introduces the independent evaluation of the impact of civilian missions (commitment 5 and subsequent deliverable). This evaluation will measure the impact of the operational activities undertaken by civilian missions in their host countries. A concept note on the independent evaluation was shared with Member States. A first pilot impact evaluation will be conducted in 2024.
