Following Parliament’s rejection of the Commission text, the file is currently pending until the Council reaches an agreement by qualified majority.

1. Is finding an agreement in the Council among the Belgian Presidency’s priority objectives?

2. If so, what strategy will the Belgian Presidency use to achieve such an agreement?

3. Does the Council believe it is feasible that the stalemate will be overcome before the end of the current parliamentary term?

Until the announcement by the President of the Commission on 6 February 2024 of the intention of the Commission to withdraw the proposal on the sustainable use of plant protection products, the Belgian Presidency had been leading work in Council with the aim of obtaining a mandate for negotiations with the European Parliament.

Pending the official confirmation by the Commission of the announced withdrawal, the work on the proposal in Council was put on hold.

On 21 February 2024, the Commission confirmed in writing (1) its intention to withdraw the proposal by the end of March 2024 and that withdrawal was published in the Official Journal of the European Union on 6 May 2024 (2).

Consequently, the work on the proposal in Council was stopped.
