In 2016, the Municipality of Oviedo (Asturias) received funding as part of the second call for the selection of Sustainable and Integrated Urban Development Strategies (ISUDS). This support was co- financed under the ERDF operational programme for sustainable growth 2014-2020.

The total budget of the Conectando Oviedo ISUDS amounted to EUR 19.43 million, of which EUR 10.3 million came from ERDF funds.

In the light of the above:

1. To what extent have the EUR 10.3 million granted to the Conectando Oviedo project been implemented and justified?

2. How much funding has not been implemented and justified and how many budgeted projects have been affected?

The Commission and Member States share the management of the European Regional Development Fund (ERDF). The managing authorities of each programme in Member States are ultimately responsible for the selection and monitoring of the projects, in line with the objectives of the programmes approved by the Commission.

They have the possibility to delegate this responsibility to certain entities. The Spanish Managing authority did delegate such responsibility to cities that were previously selected to implement the Integrated Sustainable Urban Development Strategy (ISUDS).

According to the Spanish managing authority, the ISUDS ‘Conectando Oviedo 2016’, managed by the Oviedo City Council, has been selected within the operational programme Pluri-regional Spain 2014-2020. ‘Conectando Oviedo 2016’ was granted EUR 10 308 120 of the ERDF.

According to the managing authority, the Oviedo City Council has committed EUR 5 847 604.65 of the ERDF in several projects.

The closure process of the operational programme is ongoing, and the Oviedo City Council can still declare to the managing authority the expenditure they incurred before 31 December 2023.

The final execution rate of the amount committed by the City Council will be known at the moment of the submission of the closure documents of the operational programme.
