Subject: Cooperation agreement – Commission and Euronews

The cooperation agreement between the Commission and Euronews is due to expire in early 2021.

Have negotiations about a new cooperation agreement already started, and, if yes, how far have these negotiations progressed, and on what legal and financial basis have they taken place, given the fact that no agreement has been reached on the future multiannual financial framework (MFF)?

The European Court of Auditors raised concerns with regard to the cooperation agreement in its rapid case review: ‘How the Commission monitors the EU support to Euronews’.

What measures has the Commission taken since its publication, and how is the Commission taking the findings into account in view of the fact that the cooperation agreement is about to expire?

The cooperation agreement between the Commission and Euronews and the resulting EU funding should cover the costs of the production and broadcasting in certain EU and non-EU languages of programmes on Union affairs and Union institutions’ activities and policies.

How does the Commission make sure that EU funding is spent in its entirety on the missions assigned to Euronews and not on the running the business of the broadcaster, and can the Commission provide a breakdown of the use of EU funds by Euronews by programme over the past 12 months?

The Commission has taken a decision on the future of the Multimedia Actions line and is now taking concrete steps to adopt the 2021 Financing Decision. The Commission plans to conclude a shorter Framework Partnership Agreement with Euronews, and subsequently, at its termination, funds would be subject to open calls.

No negotiations about a new cooperation agreement with Euronews have taken place yet.

The Rapid Case review did not contain recommendations, but the Commission adopted an Action Plan to address its conclusions. Measures include a control strategy document, reinforced coordination mechanisms and the launch of an external audit to assess the relevance, cost-efficiency and added-value of the Multimedia line.

The conclusions of the audit have informed the decision on the future funding of the Multimedia line, which took into account as well, inter alia, the financial allocations of the line post-2020.

The Commission funds the production and dissemination of European programmes and magazines as well as its dissemination in EU and non-EU languages (Hungarian, Greek, Portuguese, Arabic and Farsi). The costs of these actions are fixed every two years by external audits through a transparent methodology.
