Subject: COVID-19 testing and vaccination strategy and persons with disabilities

On October 15, the Commission published its Communication on ‘Preparedness for COVID-19 vaccination strategies and vaccine deployment’, and on October 28 its Recommendations on ‘COVID- 19 testing strategies, including the use of rapid antigen tests’.

None of these documents specifically refer to persons with disabilities and their support network as a priority target group, despite being among the most affected by the COVID-19 pandemic.

Some persons with disabilities live their daily lives with personal assistance, some live in congregate residential settings where infection rates are very high, and some have pre-existing health conditions and are at higher risk of infection.

In light of the above:

1. How does the Commission plan to provide Member States with guidance for prioritising persons with disabilities in testing and vaccination strategies?

2. How does the Commission plan to monitor that persons with disabilities have priority access to COVID-19 testing and vaccination?

3. Will the European Centre for Disease Prevention and Control issue recommendations and gather data on persons with disabilities and COVID-19?

The communication of 15 October 2020 (1) defined possible priority groups for COVID-19 vaccination to be considered by the Member States.

It includes vulnerable socioeconomic groups and other groups at higher risk as a target group for early vaccination. Further Commission Recommendations (2) (3) provided guidance on the settings where COVID-19 testing is particularly relevant and stressed that Member States should pay attention to avoiding coronavirus transmission in health/long-term care settings.

The organisation and delivery of health services, such as COVID-19 vaccination and testing, are the competence of Member States. Therefore, national governments decide on the specific measures to be implemented and the definition of priority and vulnerable groups.

The Commission is monitoring countries’ vaccine deployment plans and vaccination strategies, including for priority groups (4). The increased vulnerability of people with disabilities to COVID-19 have been addressed by the European Centre for Disease Prevention and Control in various guidance documents (5), including aspects of ethical and equitable access.
