Subject: Cuts in agricultural and rural development funding

At a critical juncture for the European economy, MFF funding for agriculture and rural development for the period 2021-2027 is being cut as part of an economic recovery plan. At the same time, the rural community is being left to deal with the fallout of the pandemic and called upon to adapt rapidly to the upcoming new CAP arrangements without any effective adaptation, financial or development instruments.

Deprived of easy access to development programme or other funding and now facing drastic new cuts, beleaguered farmers in Greece and elsewhere are now threatened with financial ruin.

In view of this:

1. To what extent has agricultural recovery funding for Greece been reduced as a result of the new austerity measures?

2. Will the Commission seek to step up funding for farmers under the new CAP arrangements?

3. If not, what compensatory funding and assistance will be given to farmers and what amounts will be provided?

1. European leaders reached a political agreement in the early hours of 21 July 2020 on both the Next Generation EU recovery plan and the 2021-2027 long-term budget to support Member States in the recovery in the aftermath of the COVID-19 pandemic. The recovery instrument provides additional funding for Greece as well as for other Member States (1).

2. In its conclusions of 21 July 2020, the European Council allocated a budget of EUR 386.7 billion to the common agricultural policy (CAP) (current prices) including EUR 8.2 billion under Next Generation Fund to be added to the European Agricultural Fund for Rural Development (EAFRD). This amount represents an increase compared to the baseline of EUR 382.5 billion (CAP amounts EU-27 in 2020 multiplied by 7).

3. The 21 July 2020 agreement allows progressing in the ongoing CAP reform discussions. All eyes are now on the European Parliament’s and Council discussions on the outcome of European Council. In order to avail of the amounts allocated, the co- legislators should now quickly finalise their mandates in order to start trilogues on the CAP reform proposals. The Commission legislative proposals for the CAP post-2020 include instruments to strengthen the resilience of farmers and encourage sustainable farming practices such as precision agriculture, agro-ecology, agro-forestry and organic farming.
