Subject: Disbursement of the Brexit Adjustment Reserve
On 14 March 2022, the Commission approved the disbursement of over EUR 2 billion under the Brexit Adjustment Reserve to a total of 12 Member States. Germany is not among this group. Commission Implementing Decision (EU) 2021/1803 provides for the allocation of a provisional amount of around EUR 647 million to Germany under the Brexit Adjustment Reserve.
1. Has Germany already sent a notification to the Commission pursuant to Article 14(1d) of the Brexit Adjustment Reserve Regulation?
2. If so, when and what was it about?
3. What is the cut-off date by which Member States must notify the Commission of measures eligible for support if they wish to be granted funds available under the Brexit Adjustment Reserve?

Pursuant to Article 14(1)(d) of the Brexit Adjustment Reserve (BAR) Regulation (1), by 10 December 2021 Member States have to notify the Commission of the following to obtain pre-financing: (i) the identity of the designated body or bodies, (ii) the body to which the pre-financing shall be paid, and (iii) confirmation that the descriptions of the management and control systems for the BAR have been drawn up.
Germany notified the Commission on 22 April 2022.
The BAR is a targeted, temporary instrument, its design does not require advance programming nor planning of measures involved to minimise the administrative burden.
Therefore, it is sufficient that each Member State submits to the Commission an application for a financial contribution from the Reserve only by 30 September 2024.
In this application the Member States will, inter alia, record their expenditure stemming from measures carried out with BAR support. Against this background, the Commission will assess eligibility and decide on additional payments (or recovery).
