Subject: Diversion of funds intended for the ITI for the Mar Menor

The Integrated Territorial Investment (ITI) for the Mar Menor was established to support a range of measures aimed at restoring the Mar Menor ecosystem. The total budget for the ITI for the Mar Menor, with the support of EU funds, was set at EUR 123.76 million. The Region of Murcia was to implement EUR 68.76 million and the Ministry for the Ecological Transition and the Demographic Challenge the remaining EUR 55 million. According to the latest monitoring report, the Region of Murcia has implemented 65.55% of its funds while the Ministry has implemented just 0.96%. Moreover, the Spanish Government has reported that the funds were reprogrammed and eventually allocated to the Guadalquivir Hydrographic Confederation in Andalusia.

In view of the above:

1. Will the Commission ask the Spanish Government to explain why the final destination of this aid was changed?

2. How can the Region of Murcia ensure the continuity of the measures in the ITI aimed at restoring the ecosystem of the Mar Menor?

3. What funding is the Commission allocating to these measures in the Mar Menor?

The Commission monitors (1) the situation of Mar Menor and follows up on the implementation of, and compliance with, the environmental policies and legislation relevant for this case.

An indicative European Regional Development Fund (ERDF) amount of EUR 54 million had been initially planned under the Pluri- regional programme 2014-2020 for investments related to digitisation, low-carbon economy, water management and technical assistance as part of the Integrated Territorial Investments (ITIs) Mar Menor.

Spain decided in 2020 and 2021 to divert the funds for investments in water management towards other actions in the Guadalquivir Hydrographic Confederation in Andalusia, as for technical reasons the water projects initially envisaged in Murcia would not be finished on time to receive ERDF support.

Spain increased the funding for investments in sustainable transport in Murcia in a similar amount. The Spanish authorities have confirmed that the water investments initially planned in the ITI will be supported through other financing schemes.

It is planned that the Regional ERDF Programme Region of Murcia (2021-27) (2) will also be supporting the recovery of the Mar Menor lagoon investing almost 60 million in biodiversity objectives.

The European Fund for Rural Development directly contributes to the objectives pursued by the ITI Mar Menor through the knowledge transfer and information actions (Measure 01) with a programmed amount of EUR 6.3 million.

Moreover, the contribution to the broader environmental and climate objectives envisaged by the Common Agriculture Policy in the Region of Murcia amounts to EUR 283 million (3) implemented through different measures like organic farming, agro- environmental operations or forestry enhancing and restoration actions.
