Subject: East Naples

Since 1998, the former industrial zone in the eastern part of Naples and the adjacent waterfront have been designated as a site of national interest (SNI) and are accordingly in need of redevelopment. They cover an area of over 800 hectares and contain problem neighbourhoods such as San Giovanni a Teduccio, Poggioreale and Gianturco.

With public and private sector activities being carried out side by side, one particular problem that has come to light over the last 20 years has been pollution from gas and petroleum storage operations and facilities caused by a network of hydrocarbon pipelines running only a few metres away from private residences.

In 2011, the commission then responsible for redevelopment decided to initiate the necessary procedures and begin work on the refurbishment of the SNI in the eastern part of Naples, while at the same time securing the requisite funding and ensuring completion of the relevant legal formalities.

In view of this:

1. Can the Commission provide details of European regional development funding earmarked for this major refurbishment and redevelopment project in the eastern part of Naples under the ERDF 2007-2013 and 2014-2020 programming periods?

2. Will it be in a position to carry out ad hoc monitoring of amounts earmarked for this purpose?

Structural and Investment Funds Programmes in Member States are run under shared management with the Member States. National authorities are responsible for their implementation. In October 2016, the Managing Authority for the Operational Programme European Regional Development Fund (ERDF) Campania 2007-2013 wrote to the Commission withdrawing the Major Project ‘Riqualificazione urbana area portuale Napoli Est’, which had not foreseen any environmental rehabilitation (bonifica).

Only four projects previously forming part of this Major Project will still benefit from EU funding. On the one hand, two sewerage projects have been phased to the 2014‐2020 Operational Programme. The ‘Volla’ sewerage project received EUR 48 103.16 of ERDF funds in 2007-2013, and EUR 2 081 103.63 in 2014-2020. The ‘San Giovanni’ sewerage project received EUR 63 784.47 of ERDF funds in 2007-2013, but the second phase (2014-2020) works have not yet commenced. On the other, the ‘Via Ferraris to Via Nuova delle Brecce’ project received EUR 1 857 199.76 and the ‘Via Vespucci to Via Ponte dei Francesi’ received EUR 1 875 740.81 of ERDF funds in 2007-2013.

These projects are now being completed using national funds. The deadline for completion was the 31 March 2019. The Managing Authority, the Agenzia di Coesione Territoriale and the Commission are closely monitoring the implementation of these two projects, both of which are partially functional at this stage and expected to be fully functional later in 2019.
