Subject: Economic diversification in rural areas through the EAFRD

Article 19 of Regulation (EU) No 1305/2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) provides for measures and aid to start up non- agricultural business activities in rural areas (Article 19(1)(a)(ii)) and investment in the creation and development of non-agricultural activities (Article 19(1)(b)).

1) Can the Commission provide figures showing how much each EU Member State and region will receive from the EAFRD for these measures and aid, and what percentage of EAFRD resources these represent?

2) Does the Commission believe this EAFRD funding will be sufficient to overcome the serious demographic and economic stagnation problems increasingly present in rural areas by offering job and entrepreneurship opportunities suitable for young people and women, especially in sparsely populated areas of the EU that suffer from severe and permanent demographic handicaps?

According to Article 8.1.h of the regulation (EU) No 1305/2013 of the European Parliament and of the Council (1), Member States program expenditure at the level of measures.

The request of the Honourable Member refers to the level of sub-measures. With a view to the article 8.1.h referred to above, such detailed information is not collected. The overall amount of expenditure envisaged for this measure totals 10.6 billion EUR which represents 7% of the total public expenditure.

In general, information about progress in the implementation of the European Structural and Investment Funds (ESIF) 2014-2020, including the European Agricultural Fund for Rural Development (EAFRD), is publicly available on a common Open Data platform (2).

Together with the other ESIF, EAFRD contributes to economic development in rural areas and to diversification from agriculture through a number of measures. In the context of shared managed policies and according to the principle of subsidiarity, it is up to the Member States to make best use of available funding instruments of the Union to overcome the demographic and economic stagnation problems referred to by the Honourable Member.
