Subject: ESF+ funds for tackling homelessness

In the 2021 Lisbon Declaration the Commission, Parliament and Member States made a commitment to eradicate homelessness by 2030. In the presentation ‘A strong Social Europe that protects’1, posted on the Commission’s website, the Commission reports that EUR 16 billion of the total ESF+ budget is going towards tackling homelessness and promoting affordable housing.

Can the Commission explain how that amount was calculated and provide a complete overview of all ESF+ projects that have been contributing to this?

The European Social Fund Plus (ESF+) (2) supports Member States in implementing principle 19 of the European Pillar of Social Rights (3) ‘Housing and assistance for homeless people’.

It funds initiatives that support providing homeless people with housing, such as housing assistance programmes and social services to support access to housing, including for homeless people.

This funding aims to follow a holistic approach, for instance promoting social integration of people at risk of poverty or social exclusion, supporting the integration and re-entry into employment for disadvantaged people and access to essential services.

The figure quoted concretely covers the total investment of the EU in the ESF+ intervention fields ‘Pathways to integration and re-entry into employment for disadvantaged people’, ‘Measures to enhancing the equal and timely access to quality, sustainable and affordable services’ and ‘Promoting social integration of people at risk of poverty or social exclusion, including the most deprived and children’.

ESF+ support under these themes can also contribute to tackling homelessness. It is however not possible to extract the exact amount allocated to housing-related actions only.

The Commission has clarified this in the brochure ‘A strong Social Europe that protects’ (4) and related communication material.
