Subject: European funds allocated to Belgium
Following the adoption of the new multiannual budget and the ‘NextGenerationEU’ instrument, there has been a substantial increase in European funding for Member States.
Can the Commission list the amounts that Belgium has actually received since 2021 (as initially budgeted, together with the implementation rate) from the following funds: the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund, the European Agricultural Fund for Rural Development, the European Maritime, Fisheries and Aquaculture Fund, the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy?

For the 2021-2027 period, Belgium is entitled to EUR 40 266 171 from the European Maritime Fisheries and Aquaculture, although no payment was made to date as the programme is not adopted yet.
However, Belgium has received EUR 4 862 472 in 2021 and EUR 518 846 in 2022 as part of the European Maritime and Fisheries Fund (EMFF 2014-2020).
The Border Management and Visa Instrument (BMVI) and Internal Security Fund (ISF) programmes were approved on 10 October 2022, for a total of EUR 37 469 358 and EUR 30 685 514, respectively.
The Belgian Asylum, Migration and Integration Fund (AMIF) programme will receive funding at an amount of EUR 204 265 575 For the approved BMVI and ISF programmes, the pre-financing for 2021 and 2022 amounting to EUR 2 622 855 for BMVI and EUR 2 147 985 for ISF were paid in October 2022.
Belgium has programmes for the European Agricultural Fund for Rural Development (EAFRD) for Wallonia and Flanders. The amounts for EAFRD (including ‘NextGenerationEU’) are EUR 115 367 298 for 2021 and EUR 116 708 631 for 2022. The implementation rate on 30 September 2022 for the current period 2014-22 is 65% with pre-financing.
For the European Regional Development Fund (ERDF), the European Social Fund (ESF+) and the Just Transition Fund (JTF), the Commission negotiates programmes under a partnership agreement adopted on 13 December for the 2021-2027 period. Amounts for ERDF will total EUR 1 152 billion.
For European Territorial Cooperation under ERDF, the amount is EUR 374 million. The funding from the JTF is EUR 183 million. Amounts for ESF+ will be EUR 1 168 billion. In reaction to the pandemic, the REACT-EU action allocated an additional EUR 330 million to Cohesion Policy for 2021 and 2022, spread under the current ERDF and ESF programmes.
