Subject: European Gendarmerie Force

The European Gendarmerie Force (EUROGENDFOR) is a rapidly deployable police force with military status. It has been created outside the legal framework of the EU, while its mission and capabilities overlap with that of the common security and defence policy (CSDP). EUROGENDFOR is designed to primarily serve the EU and relies on the same reservoir of gendarmerie‑type forces that have already been made available to the EU by Member States1.

1. Does the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) see EUROGENDFOR as a redundant force that undermines the development of the EU’s own civilian crisis management capabilities?

2. How does EUROGENDFOR provide additional value to the CSDP?

From the level of ambition set out in the EU’s Global Strategy, the civilian Common Security and Defence Policy (CSDP) Missions aim to deliver a rapid and robust response, perform executive and capability development tasks, promote the security sector reform and rule of law, increase resilience and tackle hybrid threats in non-stabilised environments.

Within both the Strategic Compass and the CSDP Compact, the European Gendarmerie Force (EUROGENDFOR) — as a multinational initiative of some EU Member States — represents a key partner at the disposal of the EU. It has the permanent objective to contribute to the development of the EU’s CSDP as well as to strengthen its international crisis management capacities.

The EUROGENDFOR is an operational, robust and rapidly deployable asset, able to perform all police tasks in a crisis management scenario, acting under a civilian authority or under a military chain of command and ready to operate in harsh environments due to its military background.

Its added-value is demonstrated in the four civilian CSDP Missions (2) in which it takes part.

EUROGENDFOR is called upon to play an essential role for the EU’s ‘Core Responsiveness Capacity’ as part of the multi-layer and integrated approach, including through its capacity to quickly deploy half of its permanent Headquarters if necessary.
