Subject: Financial support for students with disabilities under the Erasmus+ programme

The Erasmus+ programme has helped over nine million students, teachers, apprentices and volunteers to study outside their home countries. Seen as one of the EU’s most successful programmes, Erasmus+ also helps instil in participants a sense of belonging to the EU.

There is concern, however, about the low numbers of university students with disabilities who sign up for the Erasmus+ programme, accounting for less than 1% of the total. Students with disabilities – i.e. those most in need of support – are therefore being excluded from the experience of learning abroad. This is a breach of the principle of equal access to inclusive education.

With a view to ensuring that the Erasmus+ programme, which promotes the free movement of students in Europe, does not leave out students with disabilities in the period between 2021 and 2027:

1. Is the Commission intending to boost financial support by a substantial amount in order to encourage students with disabilities to participate in the Erasmus+ programme?

The Commission attaches great importance to the situation of persons with disabilities in all Member States of the EU in accordance with the commitments enshrined in the United Nations Convention on the rights of persons with disabilities.

The current Erasmus+ programme already reaches out to disadvantaged young people, including students with disabilities. 11.5% of the total number of participants across the whole programme and up to a third of all participants in the field of youth are from a disadvantaged background.

People with special needs including persons with disabilities can receive additional support to facilitate their participation in the Programme (1). For instance, higher education institutions have the possibility to request a top-up to the individual grant for students with special needs. There is also the possibility to support the mobility of accompanying persons for students and staff with special needs.

For the future Erasmus programme 2021-2027, the Commission is strongly committed to making it more inclusive for people with fewer opportunities. This will be achieved through a combination of financial support mechanisms, diversified mobility formats, a greater range of online tools and virtual learning opportunities.
