Subject: Funds mobilised under the European Peace Facility (EPF)

The Commission’s answer to question E-002291/2022 indicated that ‘Member States generate their contributions to the EPF in accordance with their internal budgetary procedures. Equipment is not purchased through the EPF, but is provided by Member States, which can receive partial reimbursement from the EPF budget.’

In light of the above, I should be grateful if the Commission would provide the following information:

1. Does the EPF have a predefined budget distribution in terms of type and quantity of support per Member State, or is the reimbursement made at will?

2. Of the total EUR 3.1 billion mobilised in support of the Ukrainian government through the EPF, what are the amounts received by each Member State and what types of support (lethal or non- lethal equipment) have been provided in each case?

3. What is the rationale behind the setting of the percentage of the EPF contribution intended to compensate Member States’ investment?

The EU Military Staff set up a mechanism to coordinate the requests of the Ukrainian armed forces and the support being provided by EU Member States. Military equipment offered by EU Member States is matched against a list of priorities communicated and regularly updated by the Ukrainian side.

The European Peace Facility Committee, consisting of delegates from 27 Member States, further defines the type and quantity of support to be reimbursed under the two assistance measures in support of Ukraine.

The European External Action Service is not authorised to disclose any information about the level of reimbursement received by each Member State and types of support provided in each case. EU Member States continue to deliver lethal and non-lethal equipment requested by Ukraine.

Member States have agreed and put in place a detailed procedure and methodology for requesting reimbursements in the framework of the two assistance measures in support of the Ukrainian armed forces. Reimbursements for support to Ukraine are meant to incentivise Member States to continue providing much needed military equipment.
