Subject: ‘Golden passports’ for Russians and Belarusians

On 28 March 2022, the Commission called on the Member States to revoke citizenships granted under ‘golden passport’ schemes to Russians and Belarusians who have been sanctioned in connection with the war in Ukraine.

This is a much overdue but positive initiative. The criminals and oligarchs who support the criminals in the Kremlin have used ‘golden passports’ for years to pursue Russia’s goals and build their own wealth.

However, the Commission has not stated how many 'golden passports' have been issued. In light of the above:

1. Does the Commission have the information on how many Russians and Belarusians have received ‘golden passports’?'

2. How many 'golden passports' have been granted to Russians and Belarusians by individual Member States over the past 20 years?

According to case law, it is for each Member State to lay down the conditions for acquisition and loss of nationality, and that in situations covered by EC law, the national rules concerned must have due regard to the latter (1).

In this context, the Commission considers that the operation of investor citizenship schemes, that is, the systematic granting of EU citizenship in return for payments or investments, violates EC law (2).

Therefore, the Commission launched, in October 2020, infringement proceedings against Cyprus and Malta. In addition, in the recommendation of 28 March 2022 on immediate steps in the context of the Russian invasion of Ukraine in relation to investor citizenship schemes and investor residence schemes (3) referred to by the Honourable Member, the Commission stressed that such schemes must be terminated immediately.

The Commission does not collect statistics on the number of naturalisations granted to Russian and Belarusian nationals based on such schemes.
