Subject: Including people with Down syndrome in the world of work

In view of World Down Syndrome Day it bears repeating that even today, in 2024, adults with Down syndrome in Europe must still put up with discrimination and exclusion, especially from the world of work.

According to data, currently 50 per cent of adults with Down syndrome find themselves out of work finishing university and are thus obliged to stay at home without much in the way of opportunities for personal and professional development. Moreover, just over 13% of Down syndrome sufferers are contractually employed, of whom only 35% receive a normal salary. There is therefore a clear need for urgent measures to improve their working conditions.

On World Down Syndrome Day it is high time to reflect on the challenges and needs of people with Down syndrome in Europe, with a view to raising awareness and promoting concrete measures to help them.

What strategies is the Commission therefore adopting to foster inclusion of people with Down syndrome in society and the world of work, in particular with a view to increasing rates of employment among them?

The Commission acknowledges the challenges persons with disabilities, including persons with Down syndrome, face in social and labour market inclusion.

The strategy for the rights of persons with disabilities (2021-2030) (1) aims at improving the lives of persons with disabilities. It covers all aspects of lives of persons with disabilities and proposes seven flagship initiatives.

The Disability Employment Package (2), one of the flagship initiatives, provides a set of guidelines and practices for employers, employer’s organisations, public authorities and civil society organisations, on inclusive practices.

It covers all stages of employment journeys, from recruitment to reasonable accommodation, retention, rehabilitation to sheltered employment and transition to the open labour market. Up to date, three deliverables have been published on the Package website.

In the strategy, the Commission also calls on Member States to establish by 2024 targets for increasing the employment rate of persons with disabilities and reducing the employment rate gap between persons with and without disabilities and to set targets for participation of persons with disabilities in learning.

Other flagship initiatives focus on inclusion of persons with disabilities in the society. They include the European Disability and Parking Cards (3), the quality framework for social services, and the AccessibleEU, which is a resource centre to support implementation of EU accessibility legislation (4).
