Subject: Information on sectors covered by the ETS scheme by Member State

According to the Commission, it is estimated that by 2020 emissions from all sectors covered by the ETS will be 21% lower than in 2005 when the ETS was launched.

Will the Commission provide detailed information, by Member State, broken down as appropriate, on the following aspects:

1. The percentage of emissions included in the ETS compared to total emissions (45% on average in the EU)?

2. The state of play regarding the total value of these emissions and a comparison with 2005 figures? 3. The state of play regarding the total number of free allocations made?

The Commission reports on the overall percentage of emissions included in the EU Emissions Trading Schemes (ETS) compared to total EU emissions and on the total verified annual emissions from sectors covered by the ETS in its annual Carbon Market Report (1).

The next Carbon Market Report, containing information for 2017, is to be published by the end of 2018.

Information on verified emissions broken down per Member State for each year of the current EU ETS trading period (2013-2017) is available in the annual compliance data reports published by the Commission (2).

Emissions data for all three trading periods (2005-2007, 2008-2012, and 2013-2020), broken down per installation/ aviation operator and Member State is publicly available and can be extracted from the European Union Transaction Log (EUTL) (3).

It should be taken into account that the scope of the EU ETS in terms of both participating countries and greenhouse gases covered has significantly expanded since the first trading period.

The Commission reports on the overall state of play of free allocation annually via the Carbon Market Repor t (4). The status table of free allocation per Member State for 2018 is published online (5).
