Subject: Intelligence service activities of the Civilian Planning and Conduct Capability directorate

The Civilian Planning and Conduct Capability (CPCC) directorate serves as the operational headquarters for the 11 civilian CSDP missions that the European External Action Service is currently running in Europe, Africa and Asia. Its tasks include security-related advisory activities, including in connection with policing and the rule of law ‘in fragile environments’. The Union, and thus CPCC, has no mandate in the intelligence service field, however.

1. In what countries is CPCC currently carrying out advisory activities in connection with policing or border policing?

2. In the last two years, from what countries has CPCC received requests with regard to advisory or coordination activities in the intelligence service field or to cooperation by intelligence services with other authorities or the division of responsibilities between them?

3. In what countries is CPCC currently carrying out advisory or coordination activities in the intelligence service field?

The Civilian Common Security and Defence Policy (CSDP) missions are currently carrying out advisory and capacity building activities in policing and border policing in Palestine (1), Libya, Iraq, Kosovo (2), Ukraine, Mali, Central African Republic, Somalia and Niger.

The Civilian Planning and Conduct Capability (CPCC) does not have any contacts with intelligence services or related authorities.

In Ukraine and Iraq, the civilian CSDP missions present on the ground have activities that can imply contacts with intelligence services (i.a. support to the intelligence services in their reform processes to ensure alignment with European principles, facilitate contacts with relevant EU intelligence services or integration of women in intelligence cooperation).
