Subject: Ireland’s national recovery and resilience plan
Each Member State must send the Commission a national recovery and resilience plan outlining how it will spend its share of the recovery and resiliency facility (RRF).
In the case of Ireland, a public consultation consisting of only two questions was carried out on how to spend its share of the RRF. Given that Ireland will likely receive EUR 1.2 billion of the fund, does the Commission believe that this consultation process was fit for purpose and is it satisfied that it was in line with best practice?

The choice of how to organise a public consultation on their Recovery and Resilience Plan (RRP) is up to the Member States. In accordance with the national legal framework, relevant stakeholders should be given a meaningful opportunity to have their input reflected in the preparation, and where available, the implementation of the national plan. Stakeholders can include local and regional authorities, social partners, civil society organisations, youth organisations, and other entities relevant for the measures in the draft RRP. Pursuant to Article 18(4)(q) of the RRF Regulation (1) the plan has to contain a summary of the consultation process and how stakeholders’ views were reflected in the plan.
As indicated in the Commission guidance to Member States (2) published on 22 January 2021 (SWD (2021) 12 final), Member States are invited to include in their recovery and resilience plans a description of the stakeholder consultations implemented and foreseen for the plan’s implementation.
