Subject: Mental health in Europe

The EU has consistently sought to improve care and support for people with mental disorders, which research has shown to be among the main forms of disability and of disease globally, while effective treatment remains difficult for many to obtain. Failure to address mental health problems has a major impact on those affected, as well as their families and communities. It is therefore necessary to prioritise this area as a key element of public health policy and work to address existing gaps.

In view of this:

1. Can the Commission say what measures are being taken to ensure that those affected have equal access to mental health services in all Member States of the European Union?

2. What action is it taking regarding the social stigma attaching to mental illness and what measures are being taken to increase public awareness and understanding of the problem?

Following the announcement of ‘a new initiative on mental health’ by the President of the Commission in her 2022 State of the Union speech, the Commission is preparing a communication on a comprehensive approach to mental health.

The Commission is currently extensively consulting Member States, stakeholders and citizens through a call for evidenc e (1) and a series of (targeted) webinars (2).

During these consultations, issues such as stigma and awareness raising were highlighted. The focus of the work on mental health is on reducing inequalities and supporting vulnerable groups and socioeconomically disadvantaged groups.

It should be noted that access to care and services are the responsibility of the Member States as stated in the Treaty on the Functioning of the EU.

The Commission supports the Member States in the identification and transfer of promising and best practices. Financial support for actions on mental health is provided to Member States and stakeholders under the EU4Health work programmes.

Over the last three years, over EUR 30 million were provided for public health aspects to increase public awareness and understanding of the problem of mental health. Support under the 2023 work programme is over EUR 18 million (3).

Member States are also supported through projects by the World Health Organisation and the Organisation for Economic Cooperation and Development on capacity-building in the transfer and implementation of best practices on mental health.
