Subject: Peace agreement for Ukraine

Slovakia’s Prime Minister has publicly admitted that, in spring 2022, the West blocked a peace agreement to end the war against Ukraine.

1. Was the Commission aware of this attempt to conclude a peace agreement? If so, what role did it play in this process?

2. What has the Commission actively done to bring about peace negotiations between Ukraine and Russia – besides supplying weapons, which only fuel the war?

3. Does the Commission expect the war to be prolonged by the supply of weapons from the EU? If not, why not?

The EU supports Ukraine’s vision for peace, the Peace Formula, and is conducting intense global outreach in its favour. This is the only proposal currently discussed at the international level to achieve a comprehensive, just and sustainable peace as soon as possible, based on the key principles of international law and the United Nations Charter.

As per the Peace Formula, Russia must stop its military aggression and immediately and unconditionally withdraw all its troops and military equipment from the entire territory of Ukraine within internationally recognised borders.

Regarding specific attempts to conclude a peace agreement, such as the one mentioned by Slovakia's Prime Minister in spring 2022, the Commission is aware of the multitude of diplomatic efforts aimed at de-escalating the situation.

However, Russia’s ultimate goal to undermine Ukraine’s statehood and independence has not changed. There have been no sincere openings for negotiations by Russia so far.

Thus, stopping our military assistance to Ukraine would be exploited by Russia, which continues to replenish its forces and armaments, to launch a new offensive. Any reduction in the supply of ammunition and air defence systems has a devastating and immediate impact on Ukraine's ability to protect its citizens and territory from Russian attacks.

Therefore, the EU's decision to supply defensive weapons to Ukraine is driven by the need to enable Ukraine to defend itself, aiming to restore peace and uphold international law.

The EU will continue supporting Ukraine with political, diplomatic, financial, military and humanitarian assistance for as long as it takes.
