Subject: Plastics and the circular economy

People and businesses across the European Union produce 58 million tonnes of plastic every year. The proposal amending the Packaging Directive sets new targets to be met by 2025 and 2030 for the share of packaging waste prepared for reuse and recycling (65 % and 75 %, respectively). Although no 2030 target has been proposed for plastic packaging, will the Commission be proposing one at a later stage?

With the recent decision by China to close its doors to much of the world’s plastic, as well as a collapse in prices for plastic, will most of the costs inevitably be passed on to households? Are there enough recycling centres to cope with our waste now that we cannot export it, considering that just 30 %t of the EU’s plastic is recycled?

What steps will the Commission take to ensure that consumers do not bear the burden of dealing with this waste, but that manufacturers are obliged to develop materials that can be reused, recycled and are biodegradable?

China hosts the world’s largest recycling industry, importing over 50% of the global trade for end-of-life plastic and more than 85% of the exported plastic waste from the EU went to China.

The Chinese import restrictions may create immediate challenges for Member States, but as highlighted in the EU plastics strategy, it also opens opportunities for EU recyclers thus helping Europe to capture the economic benefits of a more ‘circular’ approach.

The recently adopted amendments to the Packaging and Packaging Waste Directive establishes new re-use and recycling targets for plastic packaging waste to be met by 2025 and 2030 (50% and 55%, respectively). The plastics industry is very important to the European economy, and increasing its sustainability can bring new opportunities for innovation, competitiveness and job creation, in line with the objectives pursued by the renewed EU Industrial Policy Strategy.

European Structural and Investment Funds, in particular cohesion policy funds, make a key contribution to developing EU recycling capacity. From 2014 to 2020, over EUR 5.5 billion has been allocated for improving waste management.

This is expected notably to result in an increase of 5.8 million tonnes per year in waste recycling capacity. The European Fund for Strategic Investment (EFSI) can also play an important part, for instance by supporting greater integration of the value chain and projects for closed-loop plastics recycling.

The recently launched ‘Circular Economy Finance Support Platform’ will help raise awareness among investors and facilitate access to finance for circular economy projects.
