Subject: Progress made in the implementation of the Calabria Regional Strategy for Inland Areas

The national and regional strategies for inland areas (known as SNAI and SRAI respectively) are a pilot project in Italy under the 2014-2020 programming period.

Through these strategies, the Calabria Region seeks to support those areas that are far away from major urban centres by taking measures to improve essential services and economic development and by making the most of unused local resources, thereby reversing demographic trends.

Although there is little time left until the closure of the 2014-2020 programming period, there are still considerable delays as regards the implementation of these strategies in Calabria.

More specifically, very little of the funding from the three EU funds ERDF, ESF and EAFRD has been used.

Can the Commission therefore say:

what the exact amount of the financial envelope is, from the ERDF, ESF and EAFRD, to support the SRAI in the Calabria Region;

how much has been spent so far on the implementation of the national and regional strategies for the development of inland areas in Calabria;

whether the current delays mean that the planned targets are unlikely to be achieved, thereby jeopardising the success of the strategies for inland areas?

The Calabria Region submitted an amendment proposal for the European Regional Development Fund — European Social Fund operational programme in the framework of the Coronavirus Response Investment Initiatives (CRII and CRII+), whereby funding for the integrated territorial strategies of 3 out of the 4 inner areas mentioned has been removed from the programme, given the delays in launching these strategies. The operational programme amendment was adopted by the Commission on 24 November 2020. (1)

According to the programme amendment, only the strategy for the Saventino-Ravuto area will continue to be funded under this operational programme, for a total financial envelope of 4 780 000 euro (4 530 000 from the European Regional Development Fund and 250 000 from the European Social Fund). This is the only strategy for which a framework programme Agreement has already been signed. The Managing Authority indicated that investment for the remaining strategies will be covered by national funds (Fondo Sociale di Coesione 2014-2020).

According to the information provided by the Managing Authority of the Rural Development Programme 2014-2020 of Region Calabria, the exact amount of the financial envelope for EAFRD is EUR 3 336 575. So far have been issued calls for tender for EUR 1 000 113. There are no published ranking lists and no expenditure reported yet. The Managing Authority is confident to catch up the delay and to achieve the planned targets.
