Subject: Renovating fishing boats in the outermost regions

Article 41 of Regulation (EU) No 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Maritime and Fisheries Fund states that support for the replacement or modernisation of main or ancillary engines may be granted only for vessels in a similar or equivalent fleet segment and with the same engine power.

In this regard, we would like to ask the Commission:

Would it be possible, within the framework of Article 349 of the Treaty on the Functioning of the European Union, to put in place an engine replacement or modernisation system that would increase the engine’s power without affecting previously established fishing quotas?

In the Commission’s view, could a more powerful engine lead to energy efficiency gains, lower carbon emissions, higher productivity and, in general terms, greater environmental gains?

The conditions for European Maritime and Fisheries Fund (EMFF) support for engine replacement are set out in Article 41(2) of Regulation (EU) No 508/2014 and are applicable equally to all territorial entities, including the outermost regions.

There are no circumstances, giving full consideration to Article 349 of the Treaty on the Functioning of the European Union, in which an engine may be replaced with a more powerful engine when using EMFF support.

The objective of the support for engine replacement is to improve energy efficiency and lower carbon emissions without increasing the power of the vessel. An increase in the power would result in an increase of the fishing capacity of the vessel, which is quantified in gross tonnage (GT) and engine power in kW.

Pursuant to Article 11(a) of Regulation (EU) No 508/2014, operations that increase the fishing capacity of a vessel are not eligible for support because they could lead to an increase of the ability of the vessel to catch fish, thus undermining a sustainable exploitation of fish stocks.
