Subject: Renovating Porto’s Viso neighbourhood and other public housing

The Viso housing estate in Porto, owned by the Housing and Urban Rehabilitation Institute (IHRU), is in a poor state, with residents’ quality of life and well-being affected by serious problems such as: leaky asbestos roofs, poor thermal insulation, meaning residents have to brave extreme cold in winter, and run-down outside spaces, with unpaved roads and lack of proper signage, threatening pedestrians' safety.

Residents also complain of an abnormally high incidence of cancer in the neighbourhood.

In more than 40 years, this neighbourhood has never been properly renovated, although rents have risen significantly in recent years.

The IHRU is responsible for other similar neighbourhoods in Porto, managing a total of 14 000 social housing units.

Can the Commission therefore say:

1. What EU programmes and measures can be used to support the necessary renovation work in Viso and other neighbourhoods in the city to solve these problems?

2. How much funding from the current Multiannual Financial Framework (2013-2020) has been used, or is still likely to be used, to rehabilitate public housing and to solve these types of problems in Porto?

EU support to public housing rehabilitation is available from the European Regional Development Fund (ERDF) or the Cohesion Fund. Under the shared management mode applicable to EU structural funds, Member States are responsible for the programming and the selection of projects, as well as of monitoring their implementation, via their management and control systems.

The Portuguese authorities have informed the Commission that the 2014-2020 “NORTE2020 Operational Programme” have supported so far seven projects related to the specific objectives (1) in question with a total amount of EUR 13.6 million from the European Regional Development Fund (ERDF). None of these projects is located in the Viso neighbourhood. There are also five projects still ongoing calls related to public housing rehabilitation in the Norte region, which will potentially benefit from ERDF funding of EUR 95.5 million.

For additional information concerning the investment plans on this matter, the Commission would suggest that the Honourable Member contact directly the Portuguese authorities in charge of managing the programme (2) concerned to get further information if needed.
