Subject: Support for repairs and renovation in areas of Odivelas
Residents of Quinta da Serra, Serra da Luz and Urmeira – all located in the municipality of Odivelas – have told me about the risks posed by unstable land on the hillsides in the area. They have also brought up problems with rainwater drainage, which led to floods and damage in December 2022. In addition, they have complained about the obvious disrepair and neglect in those areas: from refuse collection to the crumbling road network and run-down housing, particularly publicly owned housing (managed by the Institute for Housing and Urban Regeneration – IHRU). Funds are required for urban regeneration.
Serious dilapidation in the Mário Madeira estate, an area with a large amount of publicly owned (IHRU) housing in Pontinha (municipality of Odivelas), has also been raised a number of times.
In view of this:
1. Is the Commission aware of any applications by Odivelas City Council to obtain funding to stabilise the hillsides or carry out urban regeneration in these areas?
2. Is the Commission aware of any applications by Portugal’s Institute for Housing and Urban Regeneration to obtain funding to carry out work on these estates and on housing under its management?
3. What other support could be provided for regeneration in these areas?

Concerning the 2014-2020 Cohesion Policy Programmes and the European Regional Development Fund (ERDF), according to information transmitted by Portuguese managing authorities, no applications have been received from the Odivelas City Council to obtain funding to stabilise the hillsides or carry out urban regeneration in the areas of Quinta da Serra, Serra da Luz, Urmeira, and Pontinha. Similarly, no applications have been received from Portugal’s Institute for Housing and Urban Regeneration (IHRU) to obtain ERDF funding to carry out work on these estates and housing under its management in these areas.
Support from the ERDF for urban regeneration actions are available under the Lisbon Regional programme 2021-202 7 (1), provided these actions are embedded in territorial strategies selected to be supported under the programme, and fulfil applicable EU and National regulations and programme specific requirements. The maintenance and repair of road infrastructure does not fall within the scope of support of the EU Cohesion Policy programmes in Portugal for the 2014-2020 and 2021-2027 periods.
The Portuguese Recovery and Resilience Plan (RRP) includes measures targeting investment in housing, with the aim of addressing the challenges related to the structural shortage of permanent and temporary housing solutions for the more vulnerable groups. It is the responsibility of the Member States to implement the measures included in the plan, which includes selecting the areas in the Portuguese territory to benefit from the investments.
