Subject: Suspected cases of irregularities in pre-selection processes for various appointments at the European Intellectual Property Office (EUIPO)

According to press reports, two complaints have been made to the European Anti-Fraud Office (OLAF) concerning suspected cases of irregularities in the pre-selection processes for various appointments at the European Intellectual Property Office (EUIPO).

More specifically, it would seem that incidents involving nepotism, bias and fraud have occurred in those pre-selection processes. The pre-selection committees are said to have manipulated the process so that there was only one candidate or to have favoured specific candidates.

In the light of the above, can the Commission answer the following questions:

1. Is it aware of the incidents reported to OLAF?

2. Will it investigate the alleged irregularities committed by the pre-selection committees?

Answer given by Mr Hahn on behalf of the European Commission

(12 July 2024)

The European Anti-Fraud Office (OLAF) is independent in the exercise of its mandate. OLAF does not usually issue comments on cases it may or may not be treating. This is in order to protect the confidentiality of any possible investigations and of possible ensuing judicial proceedings, as well as to ensure respect for personal data and procedural rights.
