Subject: The devastating forest fires in Attica that have killed dozens of people

The public is incensed by the criminal negligence that has led to the deaths of dozens of people - with many more injured or still missing - in the fires that broke out in Eastern Attica on 23 July 2018. The smoking ruins of thousands of destroyed houses and corner shops and the huge area of devastated forests in Eastern and Western Attica present a tragic picture.

Despite the heroic efforts of firefighters and rescue workers, more people have died and incalculable destruction has again been visited on the property of ordinary people and natural assets, because successive governments without exception have failed to put in place effective planning to prevent and address such natural disasters in a timely manner.

Fire prevention projects - like flood prevention and anti-seismic protection projects - are not being implemented because business concerns and the bourgeois state view them as expenses for which they can expect no returns.

There is an urgent need to take immediate measures to support families affected by these fires and restore the infrastructure.

The damage to the property of ordinary working families and the shops, equipment and merchandise of professionals, craftsmen and traders must be recorded without delay and full compensation paid.

Can the Commission say:

What steps will it take to ensure full compensation for the victims?

Will it waive the strict conditions (loss of at least 1.5% of the GDP of the region to which the affected area belongs and non-compensation of ‘private individuals’) set by the Regulation on the EU’s so- called ‘Solidarity Fund’?

Actions related to risk prevention and management, including disaster resilience and management systems can be funded through the European Regional Development Fund (ERDF). However, compensation for damages to private properties caused by natural disasters is not eligible under ERDF.

Commission services are also ready to explore with the competent national and regional Greek authorities the possibility to revise the programme(s) relating to the areas affected by the recent wildfires in order to accommodate the necessary actions for the restoration of the public infrastructures and rejuvenate local economies, in line with the regulations.

The Commission commits itself to assess such an application in the shortest possible deadlines.

In the event of an eligible application by the Greek authorities for EU Solidarity Fund (1) (EUSF) assistance relating to the recent fires in Attica, the national ‘major disaster’ threshold (0.6% of gross national income, currently EUR 1.052 billion) can be applied, as it is in fact lower than the ‘regional disaster’ threshold for that region (1.5% of regional gross domestic product, currently EUR 1.266 billion).

The Solidarity Fund may help cover the costs of emergency and recovery operations following natural disasters, but the compensation for private damage is not eligible under EUSF.
