Subject: Translating resources for EU campaigns into non-official EU languages such as Catalan

In the answer to my question E-002913/2023 it was stated that ‘to achieve its communication objectives, the Commission may also use languages other than the 24 EU official and working languages, in corporate campaigns, through its regional representation offices in certain regions of a Member State’.

1. In the light of this statement, can the Commission state the specific legislation that allows it to use its own resources and staff to translate or promote European campaigns in non-offical languages?

2. In its answer to question E-000831/2023, the Commission confirmed that ‘in the case of the “You are EU” campaign, the Regional Representation in Barcelona adapted the campaign materials. On 17 March 2023, the Representation in Barcelona published the assets in Catalan on social media and on their website.’ Can the Commission confirm which public representative allowed this or decided to translate the ‘You are EU’ campaign into Catalan, a non-official EU language, but not into Aranese, another coofficial language in Catalonia?

3. Can the Commission quantify the total cost to the EU coffers of its regional office in Barcelona?

1. Regulation No 1/58 (1) determining the languages to be used by the European Economic Community does not prevent the use of a language other than the official and working languages when this is necessary for reaching as many European citizens as possible. The Commission can therefore decide to use languages other than the 24 official EU languages for its communication activities (e.g., corporate campaigns, local communications by regional representations, websites, other communication material) when reaching out to external audiences. Related spending is regulated by Article 58 (2)(d) of the Financial Regulation (2).

2. As a follow-up to the European Parliament Resolution No A3-0169/90 (3), which aimed to strengthen communication from the European institutions towards citizens in Catalan, the Commission’s regional representation in Barcelona started using Catalan in its local communications with the public.

The Commission ran the ‘You are EU’ campaign (4) in the 24 official EU languages. In line with its mission and standard practice, the regional representation in Barcelona translated the material into Catalan.

3. There is no separate budget line for the Commission’s regional office in Barcelona. The costs linked to this office are part of the overall budget for all the Commission’s representations, whose total budget for communication activities amounted to EUR 27 826 000 in 2023 (5).
