Subject: Waste management centres also a problem in Romania

The EU has invested hundreds of millions of euros in building modern waste management centres in Romania. According to research by Deutsche Welle1, the state of collection and sorting of municipal waste in Romania is unsatisfactory and Romania has major problems ranging from minimal recycling to illegal landfills. Romania recycles only 14% of its municipal waste, and even this small amount of sorted waste is collected by municipal trucks together with mixed municipal waste. It is clear that Romania’s waste recycling system is not working, the CGOs are not working, and the question arises as to whose interest it was in to build such dysfunctional waste management centres.

1. Is it possible for the Commission to approve CGO projects without monitoring their implementation and operations once construction has been completed?

2. Does the Commission intend to radically change its policy and sanction those responsible for this state of affairs?

3. How does the Commission intend to resolve problems such as those in Romania, which are present throughout Europe (e.g. Croatia, Greece, etc.)?

Waste infrastructure has to comply with EU environmental legislation, including when it is supported by EU funds. Furthermore, each EU funding instrument follows specific rules laid down in the respective legislative instruments.

Cohesion policy funds (2) are subject to shared management whereby the Commission agrees programmes with the Member States and entrusts national authorities with their implementation.

The Recovery and Resilience Facility (3) is performance based and funds are disbursed to a Member State when it achieves the agreed milestones and targets towards completing the reforms and investments included in its recovery and resilience plan. It is the responsibility of the Member State to ensure that the infrastructure operates in compliance with EU law.

The Commission has been continuously supporting Member States in improving waste management (4). Most recently, the Commission published the Early Warning Report (5) on the progress towards the recycling, preparation for reuse and landfilling targets laid down in the Waste Framework Directive (6), the Packaging and Packaging Waste Directive (7) and the Landfill Directive (8).

This report contains country-specific annexes. Concerning Romania, the Commission concludes (9) that although the country has recently allocated considerable funding to waste infrastructure, it needs to significantly improve its waste management to be in line with the EU waste hierarchy.
