Avenant N° 15 Contrat OSP réseau YEGO (CC 23 mai 2019) 1/23ARTICLE 1- OBJET DE L'AVENANT

Le présent avenant au contrat initial approuvé en conseil communautaire du 23 mai 2019 a pour objet

d'établir les évolutions du cahier des charges et les annexes techniques liées à l'évolution de service. Il

s'agit de définir les modalités contractuelles de mises en œuvre du réseau de transport YEGO Plages 2019

circulant du 6 juillet au 1 septembre 2019.

ARTICLE 2- COMPLEMENTS A L'ANNEXE 1 CONSISTANCE DES SERVICESESTIVAUX

Le réseau de transport YEGO Plages 2019 dispose globalement des mêmes caractéristiques que le réseau

YEGO Plages 2018.

Les spécifications pour ce service d'été 2019 sont les suivantes :

Ligne lA Tyrosse-Capbreton- +7.3% de fréquentation 2017/2018

Labenne Desserte inchangée pour 2019.

Ligne lB Tyrosse-Seignosse- Itinéraire scindé lA/lB à l'été 2018 qui donne satisfaction.

Capbreton-Benesse

Ligne 2 Soustons-Tyrosse-St +59.8% de fréquentation 2017/2018

Geours Desserte inchangée pour 2019.

Remise à plat des services en 2018 qui donne satisfaction.

Ligne 3- 3 plages Moliets- +33% de fréquentation 2017/2018

Messanges-Vieux Boucau- Desserte inchangée pour 2019.

Soustons Création de l'arrêt Moliets route de Messanges

Azur- Ligne A + 10% de fréquentation 2017/2018

Desserte inchangée sur 2019

Renforcement de l'offre de la ligne sur 2 années consécutives

(2017/2018) et aménagement de l'arrêt AzurRivage qui donnent

satisfaction.

Moliets- Ligne M -2.5% de fréquentation 2017/2018

Desserte inchangée sur 2019.

Passageen petit véhicule plus adaptée à la fréquentation.

Création de l'arrêt Moliets route de Messanges, déplacement de l'arrêt

Plage central plus proche du front de mer.

Amélioration des aménagements pour une circulation fluide Plage des

chênes lièges (assezproblématique l'année passée).

Capbreton Lignes Cl/C2 -1.7% de fréquentation 2017/2018

Desserte inchangée pour 2019.

Aménagement place de la mairie + les allées marines. Aménagement

arrêt Cigalesgare.

Adaptation itinéraire ligne Cl passage par les allées marines+ création de

l'arrêt Allées Marines à destination des Plages.

Labenne-Ligne L Fréquentation stable 2017/2018

Desserte inchangée pour 2019.

Seignosse-Ligne S +1% de fréquentation 2017/2018

Desserte inchangée pour 2019.

Ste Marie G.- St Martin d'H- -21% de fréquentation 2017/2018 sur 1 aller-retour quotidien.

St Jean de M. Saubrigues - Desserte inchangée pour 2019.

Ligne E Besoin de renforcer la communication.

ARTICLE 3 - MISES A JOUR DES ANNEXES

Cela concerne la mise à jour des annexes suivantes :

• Annexe 1 -La consistance des services estivaux. Tous les itinéraires et grilles horaires sont joints en

annexe 1 du présent avenant.

• Annexe 3 -Les moyens en personnel affecté au réseau YEGO Plages pendant la période estivale.

• Annexe 4 - Les moyens en matériel roulant affecté au réseau YEGO Plages

Il s'agit de lister les véhicules mis en service pour le service d'été 2019 YEGO Plages en indiquant

leur dépôt de rattachement.

• Annexe 18 Les éléments financiers liés à la période du 6 juillet au 1 septembre

La rémunération annuelle de Trans-Landes lié à la mise en œuvre de la desserte YEGO Plagesdu 6 juillet au

1 septembre 2019 est de 616 720 € HT.

les coûts de service pour chaque ligne du réseau estival (amortissement des véhicules et coût

d'exploitation par ligne)

les coûts de communication (livrée des véhicules, édition des dépliants horaires, affichage aux

arrêts, signalétique à l'intérieur des bus... ) ;

les coûts d'amortissement sur les 2 mois de l'été, de l'équipement embarqué de cellules de

comptages permettant de comptabiliser les montées-descentes sur chaque horaire, sur chaque

course tous les jours de circulation.

Les coûts d'amortissement sur les 2 mois de l'été, du logiciel investit par Translandes de système

d'aide à l'exploitation et à l'information voyageurs pour les véhicules YEGO circulant toute l'année.

ARTICLE 4 - AUTRES DISPOSITIONS

Les autres dispositions de la convention non modifiées par le présent avenant restent inchangées.

ARTICLE 5 - ENTREE EN VIGUEUR DE L'AVENANT

Le présent avenant entrera en vigueur à compter du jour de sa signature.

1-1 Offre théorique programmée

Les grilles horaires et itinéraires joints sont ceux du service d'été 2018 du 6 juillet au 1 septembre 2019

inclus.

Le réseau circule le dimanche 14 juillet selon les horaires du dimanche et le jeudi 15 aout selon les horaires

d'un jour de semaine normal.

Ce sont des versions projets qui pourront évoluer à la marge d'ici la mise en œuvre sur quelques horaires.

Les correspondances sont à titre indicatif et doivent être affinées.

Il comprend également les coûts d'amortissement des véhicules affectés spécifiquement au réseau estival

Les coûts de l'information voyageurs adaptés à ce service correspondent à la création/édition des fiches

horaires, des affiches aux arrêts, de l'affichage de l'information à bord des véhicules et des livrées des

véhicules adaptées.

Sont comptabilisés comme l'année passée les frais d'amortissement sur les 2 mois d'été des nouveaux

équipements concernant les véhicules YEGO (SAEIV et cellules de comptages à bord des véhicules YEGO et

de renfort).
