For several years now, Luc-sur-Aude Council has been actively involved in local risk assessment and emergen- cy preparedness and management. Informing
the
public
and
making
sure they are aware of the situations they
need
to
be
prepared
for
are
essential for the safety of the whole community. Our
area is exposed to flood risk,
both from the Aude River
and the
Luc River. We must also be prepared for
dam
breakage,
wildfire,
acci-
dents during the transport of haz- ardous
substances
and
landslide.
The Council has prepared this Com- munity Safety Plan (
Plan Communal
de Sauvegarde
) for the safety of eve-
ryone and to
protect
property and
the environment as best we can. It defines a series of preparedness and safety measures to take us through a disaster situation if necessary. As your local Council, we also have a legal obligation to prepare a Com- munity Safety Plan. This

There is a risk of wildfire in Luc-sur-Aude, so it is important to be prepared. The main danger is for places that are open to the public and all the small hamlets situated within or in the vicinity of the land likely to be affected by wildfire. From 1973 to 2014, 4 forest fires have run havoc in our area. Altogether 3 hectares of land were lost to the flames. In Luc-sur-Aude, the risk of flooding is due to high waters on the Aude River and on Ruisseau de Luc. Some of the significant flood events on record for the Aude River are those that took place in 1891, 1963, 1996, 2000 and 2011. The last major event occurred in 1992. The epicentre was the Sals River Basin. The 1891 event is considered to be the extreme flood occurrence. It was used as a basis for the FRPP (currently subject to approval) risk analysis. There is a pumping station in the Aude flood plain. It provides enough drinking water supplies to last one to two days. Ruisseau de Luc flows through Luc-sur-Aude from east to west. There are four bridges over it, including the RD118 road bridge. According to the hydraulic model (FRPP), overflowing during a hundred-year rainy episode is limited and only a shed (in the village itself) and one house (upstream of the village) are likely to be flooded. The town hall car park situated up- stream of the bridge can be flooded during an extreme flood.

Hazardous substances travel by road, rail, inland waterways or underground. Accidents leading to hazardous substance spills are a potential danger for property and for the people in the vicinity of the spill. Luc-sur-Aude is exposed to THS (transport of hazardous sub- stances) risks due to traffic on the RD 118. The rescue services and the Council will issue special instructions if this type of accident happens. Luc-sur-Aude would be affected if Matemale Dam was to burst and overflow. The wave resulting from the burst of the dam would reach the up- stream part of the community about 2 hours and 52 minutes after the actual burst.

Three landslide areas and one rockfall area have been identified near the village. There are no exposed buildings/constructions in these areas. Movements have been recorded along the RD118 road due to the erosion of the Aude River banks and rocks falling onto the road embankment. Such incidents are more likely to happen during heavy rain or after freeze and thaw.
