EDITION MARCH 2022
On March 7, 2022, at the EPHAD of the munici-
pality of Limalonges, we celebrated Lucie Per-
rain’s 100 birthday.
Lucie was born in Saint-Saviol on March 6, 1922
at a place called "Les Hommes Guillaumes". Her
parents, farmers, had 2 daughters, Lucie and Al-
ice three years jounger who currently lives in an
EPHAD in Poitiers. Lucie met Maximin Perrain, a
pork merchant, and they married in 1947. As was
customary, they came to live with Maximin's par-
ents on the farm of Limalonges.
In September 1948, Lucie gave birth to a girl
named Jacqueline and in May 1955, a boy, Michel, was born.
Maximin having more and more difficulties to make a living from his profession, they take over the farm
of the latter's parents, consisting of agricultural land, and a herd of meat cows and dairy cows. Lucie will
take care of milking and many other tasks on the farm, in addition to raising children and household
chores. She is a discreet, dedicated, caring woman who hates conflict.
Jacqueline and Michel will go to the primary school of Limalonges and then go to the boarding school to
continue their studies. Jacqueline will become a teacher in Paris and is now retired. She gave birth to two
children who had 2 children each. Michel studied agriculture and took over his parents' farm.
The retirement age has finally arrived for Lucie and Maximin, they take the opportunity to go on a trip
and discover Ireland, Greece, Morocco, Tunisia, Italy and many other countries.
In 2000, Lucie suffered a stroke that left her disabled, on her right side and gradually lost the use of
speech. In 2007, Lucie found herself alone following the death of her husband Maximin. Michel, who re-
mained on the farm, will always be there to take care of his mother.
In 2018, following a fall, Lucie could no longer stay at home and entered the retirement home right next to her home.

My dear fellow citizens
We have not been able to see each other for the vows due to the epidemic
but we will not fail to invite you to a gathering as soon as we can. I wish you the best for this
year 2022: happiness, success and health.
The year 2021 ended with a rather gloomy balance sheet since the demonstrations could not
take place and the beginning of 2022 is no better. Our party room has been idling for two years.
With spring, we want normal life to resume.
You will see in this bulletin the work undertaken since November.
At the beginning of 2022, the commissions are working on the realization of various projects: the
development of the carpooling car park of the Maisons-Blanches, the insulation of the house 12
rue du stade... and lead reflections on the feasibility of future projects: construction of a commu-
nal technical building, installation of defibrillators in the villages, the development of the ceme-
tery etc ....
The Community of Communes Mellois en Poitou is working on the development of a territorial
project. It is a question of going beyond the horizon of a mandate to build a common vision of
the territory in which we wish to live. A reflection was carried out collectively with all the com-
munity and municipal elected officials but also with the inhabitants of the territory.
Many public meetings were held, unfortunately few inhabitants participated. From 2023, a
roadmap will be implemented.
The presidential elections will take place on 10th and 24th April and the legislative elections on
12th and 19th June. It is important to come and vote, not to vote is to give others the opportuni-
ty to decide for you. If you cannot travel, it is possible to give power of attorney to someone.
July 14, 2022 is expected to be a gathering party. After the traditional parade at the war memo-
rials, the civil home will organize a meal at noon and then the town's festival commission will
take care of the afternoon and evening entertainment.

Census
The census ended on 19 February 2022. We
would like to thank our two enumerators, Noëlle
and Rose, who did their job very well despite
the presence of the virus during this period.
The census shows that there are 508 houses in
the commune.
375 are primary residences and 133 are secon-
dary residences or vacant dwellings.
Compared to the last census in 2016, the popu-
lation remains stable, as it has changed from
792 to 785, without counting the retirement
home which has 62 residents.
The official figures will be available in a year's
time, the next census will take place in 2027.
La cendille
The village hall was inaugurated in 2005.
Over time the interior paintwork has
become damaged and dirty. During this
health crisis, the village halls had to remain
closed and it is important to maintain our
hall to enhance its rental potential, so it was
decided in January 2021 to repaint the large
hall as well as the small hall with the help of
the local employees and some volunteers. At
the beginning of 2022; the health crisis
being still present we decided to repaint the
entrance hall.
Today, the village hall
has been restored to its
former glory.
Winter works Tree pruning
As you know, the commune of Limalonges has one of
the largest terri-
tories in the
canton. (2,439
hectares and 90
km of paths
and municipal
roads). Its
maintenance requires regular pruning, shredding, clea-
ring of hedges, but also clearing and filling in of roads
and paths. This work is carried out by the municipal
staff throughout the year.
However, we do not have the necessary equipment to
cut hedges and high branches. To do this, we called on
the DOUCET company, which, equipped with a cutter
(see photo), carried out this operation.
The work began on 31 January and ended on 4 Fe-
bruary. But it is not enough to cut,
it is also necessary to collect with
buckets and then transport the re-
sidues by tractor and trailer to the
green dump where they will be
crushed.
In January, we organised a mee-
ting at the town hall to call on far-
mers who had logistical means
available and who could help
transport this green waste.
Many responded to this appeal
and we thank them warmly.
The municipal staff and
some of the members of
the road commission
actively participated in
this operation, which
was carried out promptly
and in a very good spirit.

APE news
Toys market
On 21 November 2021 , the APE
(parents’association ) organised a toy
fair which allowed
children to empty
their rooms and sell
their toys to make
other children happy.
There were many ex-
hibitors and visitors.
The PA sold cakes,
pancakes and drinks.
The day was enjoyed
by everyone but un-
fortunately did not
allow to make a pro-
fit.
Wall at the chapel
The compensatory measures of WPD, the operator of
the wind turbines installed in Limalonges, included the
restoration of the low wall of the chapel with the aim
of safeguarding the small heritage.
WPD chose the association Acti'start from Civray to
carry out the work. The work began on 10 January and
should be completed by the end of March.
The vegetation that was invading the wall had to be
cleared before it could be removed. After sorting out
the stones, the reconstruction could begin.
With its restored chapel, its mission cross, its fruit
trees, its insect hotel and now its rebuilt low wall, this
little corner of the countryside is a very pleasant place
to walk.
Christmas at school
On December 10th, the school's Christmas party
was held, despite the difficult sanitary context and
a restrictive sanitary protocol. The children per-
formed with their songs learnt in class. Af-
terwards, they received a book from Santa Claus
which delighted many. The PA would like to thank
the town hall for
helping Santa by
financing these
books. Parents
were able to at-
tend the party as
long as they had
a valid sanitary
pass.
The lotto
That very same
weekend, a lottery was organised, for which the
health pass was also compulsory, and which cer-
tainly resulted in a smaller number of participants
than usual. However, the APE made a profit of
420 € which will be used to help the teachers fi-
nancially to offer activities to the pupils.
A sale of Bijou madeleines was held before the
end of the year.
But the APE does not stop there.
It has no shortage of ideas and determination.
A bun sale will take place soon.
It will prepare another lottery for May 15th.
The school festival is already scheduled for
July the 2nd with the help of the teachers.5
Floral art
Framed by the foyer civil association, the "floral
art" workshop resumed its activities in December
2021.
After many months
of inactivity due to
COVID, this session
was eagerly awaited
by its members.
It is therefore logi-
cal that the theme of
Christmas and the
holidays was chosen
for this resumption.
With the help of
CROCUS FLEURS, a florist in Sauzé-Vaussais,
Laurence ROBREAU gave advice and provided
the participants with the necessary materials and
flowers to complete their projects. Each partici-
pant will make their own composition according
to their desires and taste, but will benefit from
the wise recommendations of the instructor. Of
course, each participant will leave with his or her
own creation which will brighten up the festive
tables at the end of the year.
The workshop meets four times a year. The mon-
ths of March, June, October and December offer
a seasonal theme for each session.
An average of 15 to 20 "apprentice florists" meet
in a studious but friendly spirit, offering, accor-
ding to the participants, a real moment of happi-
ness....

The Feu Follet Theater
In January 2020, the
Feu Follet theatre group
began work on the play
"Le repas des Fauves"
by Vahe Katcha.
This is a play for all
audiences set during the Second World War in
occupied France:
During a birthday party with friends, a critical
event will lead the characters to show their
true nature. Between laughter and tears, an
uncompromising picture of human nature,
timeless.
But the pandemic has made culture
'expendable'. It was therefore difficult for this
12-member troupe (9 players and 3 techni-
cians) to work on this play.
At the beginning of 2022, the troupe is ready
and the first performances are scheduled for
January in Limalonges.
However, the health situation deteriorates
again and the Feu Follet theatre, in a concern
for health safety, cancels the 2 dates, promi-
sing to reschedule soon.
The troupe, which is looking forward to mee-
ting its audience and presenting the play, will
perform on Saturday April 9th at 8.45pm and
on Sunday April 10th at 3pm in the Salle de la
Cendille.

EPHAD Fondation Brothier
The cabaret from La Rochelle in Limalonges
On january the 12th, the EPHAD welcomed the cabaret "l'entrepôt" from La Rochelle in the village hall of Limalonges. This project was prepared and organised by the EPHAD's activity leader, Mrs Laetitia Vivier, with the help of her team.
All the residents, a group of residents of the EPHAD les Capucines of Ci-
vray and the autonomous residence of Sauzé-Vaussais accompanied by
their director Mr. Toson, the Mayor and part of her team, the staff, were
invited and gathered for a delicious meal prepared by the catering service
of the EPHAD and a colourful show mixing feathers, sequins and hu-
mour, all in a neat decoration The troupe, directed by Sabine Lavie, per-
formed its show "insolit show" transporting us into a glamorous universe
mixing tradition and complicity.
Everyone had a great time with stars in their eyes.
Thank you to the whole team of the EPHAD who
took care of the residents and who, despite the
health crisis, were able to carry out this marvel-
lous project entirely financed by the Hospitals
Foundation as part of a project to "fight against
the isolation of hospitalised people".

Christmas market
What will we have for dinner? What are we going to
give Auntie Odette? How will
we decorate the table? Every
year, before the holidays,
everyone asks themselves these
questions, and finding the
answers is not always easy.
The many visitors to the
Christmas market organised at
Mr and Mrs Quintard's farm on
November 27th found the solu-
tion. It was indeed possible to
buy fresh or canned gourmet
products, made with care by
the farmers
themselves, fruit juices with multiple
flavours, honey sweets, succulent
buns, a wide variety of local pro-
ducts to satisfy all the guests for a
festive meal from the starter to the
dessert. Local craftsmen also propo-
sed gift ideas for young and old,
others decoration ideas to give a fes-
tive air to the house and to the New
Year's Eve table, original hand-made
objects, unique, as opposed to the
standardised products proposed by the industrialists.
On Mrs Quintard's stand, it was impossible not to find a
soap to one's taste among the thousand and one per-
fumes offered. Made with plants and other natural pro-
ducts, they not only clean and
respect the skin, they can also
treat minor dermatological pro-
blems.The organisers would like
to thank everyone who came
along: "It was a real pleasure to
organise it and a real success
given the number of people who
attended, so much so that we
would like to organise another
market in spring".

Illuminated Xmas
Christmas crib
The Christmas period is a festive time and to
brighten up these long winter nights, the street
lights bring joy.
The commune of
Limalonges shares
this Christmas spi-
rit by decorating
the streets and
parks of the town
with lights, but
also by creating a
cot in the church
of Saint Jean-
Baptiste.
This year was no
exception and you
were able to appre-
ciate the superb
illuminations and
as usual the ma-
gnificent animated
cot.
We can be proud of our village and thank the
volunteers of the parish.8
Wetland invotory
Inventories of wetlands, the hydrographic network, water bodies and the network of hedges are re- quired by law and systematically within the framework of any development project, in particular to provide input for the diagnosis of the future PLUI-H (Local Intercom- munal Urban Plan for Housing). To enable the PLUI-H to be appro- ved at the end of 2025, the inventories must start in 2022.
The Mellois en Poitou area is located on two river basins and is fun- ded by two water agencies: Adour Garonne and Loire Bretagne. It is covered by four water management plans (SAGE) because it is located at the head of the Boutonne, Charente, Clain and Sèvre Niortaise cat- chment areas. Limalonges is part of the SAGE of the Charente and the Adour Garonne water agency. The PLUI-H must be compatible with the SAGE.
The Community of Communes will carry out the project in a mutualised manner with the com- munes. It will issue a call for tenders and recruit a consultancy firm with expertise in hydrology, bo- tany and cartography, mastering the methodology on a scienti-
fic basis. It will request and receive subsidies from the Adour
Garonne water agency (80% of the amount excluding tax of
the services). The communauté de Communes will finance 50%
of the remaining balance, taking into account the subsidies ob-
tained, and a contribution will be requested from the Com-
mune for 50% of the balance. Each commune will be respon-
sible for organising and communicating with its inhabitants.
The study office will be assisted at certain stages of the invento-
ry by a Group of Local Actors (GAL).
This is why we are looking for about ten inhabitants who are experts in the commune and who are volunteers (farmers, hikers, hunters, nature
lovers, etc.). The list of members of the LAG is
proposed by the mayor and validated by the
municipal council. These meetings will be sys-
tematically led by the research department and
will take place during the day, so volunteers
must be readily available.
