SEANCE DU CONSEIL COMMUNAUTAIRE DU 21 MAI 2026

CREATION ET COMPOSITION DES COMMISSIONS
DE GOLFE DU MORBIHAN – VANNES AGGLOMERATION
Monsieur le Président présente le rapport suivant :
Le Conseil communautaire peut former des commissions chargées d’étudier les questions qui lui seront soumises (article L.2121-22 du Code général des collectivités territoriales). Le Président en est Président de droit ; elles seront co-présidées par les Vice-Présidents en charge des thématiques.
Le Conseil Communautaire fixe le nombre, la dénomination, la compétence et la composition des commissions formées en son sein.
Pour Golfe du Morbihan – Vannes agglomération, il est proposé la création des 5 commissions suivantes : - Commission Ressources Communautaires
o Finances, Ressources Humaines, Systèmes d’information et Très Haut Débit, - Commission Aménagement et Développement économique
o Aménagement et Urbanisme, Habitat et Logement, Développement Economique, Emploi, Formation et Innovation,
- Commission Attractivité et Services à la Population
o Tourisme, Culture, Sports et Loisirs, Solidarité
- Commission Déchets, Mobilité, Patrimoine et Grands Projets (Pôle Ingénierie et Transitions) - Commission Environnement, Eau et Assainissement (Pôle Ingénierie et Transitions)
La composition des différentes commissions, doit respecter le principe de la représentation proportionnelle.
Au sein de chacune de ces commissions, chaque commune disposera d’un siège ; un siège supplémentaire sera attribué par fraction de tranche de 10 000 habitants. Ainsi, les commissions seraient chacune composées de 40 membres.
Les vice-Présidents sont membres de droit de la commission correspondant à leur délégation. Dans ce cas-là, ils assurent la représentation de leur commune.

IL vous est proposé :
- de valider, à l’unanimité, de ne pas procéder au scrutin secret pour les nominations au sein des commissions ;
-_ d'approuver la création des 5 commissions précitées dont les attributions seront fixées par le règlement intérieur ;
- d’arrêter la composition des commissions à 40 membres ;
- de procéder à la désignation des membres des commissions comme présentés ci-dessus ;
- d’autoriser Monsieur le Président à prendre toutes les mesures nécessaires à l'exécution de la présente délibération.
