RAPPORT DU PRESIDENT DU CONSEIL EXECUTIF DE CORSE
Le présent rapport a pour objet de proposer à l’Assemblée de Corse le renouvellement du label EUROPE DIRECT dont la Collectivité de Corse est titulaire depuis 2021.
En effet, en juin 2025, la Commission européenne a lancé, à travers sa Représentation en France, un appel à propositions en vue de sélectionner les nouveaux partenaires chargés de la gestion des Centres d’information EUROPE DIRECT pour la période 2026–2030.
Cet appel à propositions vise à soutenir les entités éligibles qui s’engagent à mener, sur leur territoire, des activités d’information, de dialogue et de sensibilisation autour de l’Union européenne.
Le nouveau réseau EUROPE DIRECT compte désormais quatre cent cinquante- deux centres, répartis dans les vingt-sept États membres de l’Union européenne.
En application de la délibération 20/130 AC du 24 septembre 2020 approuvant la candidature de la Collectivité de Corse à l'appel à propositions EUROPE DIRECT, la Collectivité de Corse est titulaire du label depuis mars 2021.
À l’issue de cette première période de labellisation (2021-2025), et conformément aux orientations fixées par le Conseil exécutif, un dossier de candidature a été déposé au nom de la Collectivité de Corse en juin 2025, afin de pouvoir proposer le renouvellement du label (Cf. annexe).
La Commission européenne a notifié officiellement la réussite de cette candidature en fin d’année 2025.
Le Centre EUROPE DIRECT Corsica est un service de la Collectivité de Corse implanté à Aiacciu, dans des locaux dédiés à l’accueil du public.
Son organisation repose sur une cheffe de service et une assistante administrative. Depuis octobre 2025, le service EUROPE DIRECT a été rattaché à la Direction générale des services, au sein de la délégation générale Lingua, Europa, Mediterraniu, Internaziunale è Valurizazione Istituziunale.
Ce repositionnement administratif vise à renforcer la transversalité du dispositif, à faciliter la coordination avec l’ensemble des politiques publiques portées par la Collectivité de Corse, et à conforter le rôle du Centre comme outil stratégique de communication institutionnelle européenne.3
Pour rappel, les activités conduites par les Centres EUROPE DIRECT s’inscrivent pleinement dans le cadre des priorités stratégiques de l’Union européenne.
Ces centres ont pour mission de nouer un dialogue proactif avec les citoyens afin de favoriser une meilleure compréhension du fonctionnement de l’Union européenne, de sa démocratie parlementaire et de ses compétences, et ainsi permettre une participation éclairée au processus démocratique européen.
Ils contribuent également à mettre en évidence la valeur ajoutée concrète de l’Union européenne dans la vie quotidienne des citoyens, en adaptant les messages et les actions aux réalités territoriales, économiques et sociales.
À ce titre, les Centres EUROPE DIRECT assurent une mission structurée de remontée d’informations vers la Commission européenne, en valorisant les initiatives, projets et dynamiques portés en Corse, tant dans les sphères publiques que privées. Cette fonction de veille territoriale et de capitalisation permet de faire émerger les bonnes pratiques, d’identifier les attentes et préoccupations des acteurs et des citoyens, et de nourrir le dialogue européen à partir des réalités de terrain.
Enfin, les Centres EUROPE DIRECT travaillent en étroite collaboration avec les Représentations de la Commission européenne, les bureaux de liaison du Parlement européen, ainsi qu’avec les autres réseaux et relais locaux de l’Union européenne, afin de garantir une articulation efficace entre les différents niveaux de gouvernance.
Dans la perspective de la labellisation du Centre EUROPE DIRECT Corsica pour la période 2026-2030, une convention-cadre de partenariat doit être conclue entre la Collectivité de Corse et la Représentation de la Commission européenne en France. Cette convention est complétée par une convention de subvention annuelle, conditionnée à la validation d’un plan de communication sur la même période.
Ces conventions constituent une obligation contractuelle liée au label, et font l’objet d’un reporting mensuel auprès de la Représentation en France de la Commission européenne. Chaque action annoncée doit être réalisée ou, le cas échéant, remplacée, sous peine de remise en cause du financement européen et de demandes de remboursement.
Ce plan de communication vise ainsi à garantir la continuité, la cohérence et la visibilité des actions conduites sous label EUROPE DIRECT sur l’ensemble du territoire insulaire.
Au regard de ces éléments, il est proposé à l’Assemblée de Corse de valider le renouvellement du label EUROPE DIRECT, d’autoriser le Président du Conseil exécutif de Corse à signer le projet de convention-cadre de partenariat joint en annexe, ainsi que les conventions et actes afférents à la labellisation EUROPE DIRECT, notamment concernant le financement alloué par la Commission européenne, qui s’élève à quarante mille euros annuels.

Depuis 2021, le Centre EUROPE DIRECT Corsica incarne bien plus qu’un point d'information européen : il est devenu, au fil des actions, un laboratoire de la citoyenneté européenne insulaire, un trait d’union entre une île et un continent.
Porté par la Collectivité de Corse, il constitue une singularité en France : un service public régional engagé dans la fabrique d’une Europe de proximité, dans l’un des territoires les plus éloignés géographiquement, mais parmi les plus proches par l’intensité des liens tissés. Sa gouvernance publique, sa capacité à faire dialoguer les politiques européennes et les réalités corses en font un levier stratégique pour renforcer l’adhésion des citoyens aux valeurs de l’Union.

1. Stratégie de communication pour la période 2026-2030La stratégie de communication pour la période 2026-2030 sera évaluée sur la base des critères suivants:
− Pertinence (15 points): clarté et cohérence de l’évaluation des besoins en communication dans la région, compte tenu de la situation socio-économique et démographique, de la perception de l’UE, des principaux sujets de préoccupation de la population et des priorités pertinentes de la Commission. − Qualité (20 points): description des aspects qualitatifs de la demande propres à répondre aux besoins en communication dans la région, qualité des solutions proposées et identification claire des groupes cibles et des canaux;
− Impact (15 points): impact des résultats attendu à long terme sur les groupes cibles, y compris les activités visant à mettre en place un processus ayant des effets à long terme.
La stratégie de communication relative à un centre EUROPE DIRECT pour la période 2026-2030 doit comporter une analyse des besoins conformément aux objectifs du réseau EUROPE DIRECT (section 2.2 de l’appel) et aux priorités de la Commission européenne pour la période 2024-2029.
Quels sont les problèmes/défis/lacunes/possibilités en matière de communication sur l’UE que vous observez dans cette région et auxquels vous comptez apporter une réponse? Quels sont les principaux objectifs que vous prévoyez d’atteindre (par exemple, «d’ici 2030, 70 % des jeunes de ma région seront informés des possibilités de mobilité à des fins d’apprentissage/d’emploi dans toute l’Europe», «d’ici 2030, 100 % des écoles de la région auront connaissance du matériel pédagogique disponible sur l’UE et 50 % auront introduit de nouvelles activités concernant l’UE dans leur programme d’études», «d’ici 2029, 70 % des jeunes âgés de 16 ans et plus de la région auront entendu parler des élections européennes et sauront comment y participer»)?
La stratégie de communication précise les interlocuteurs qui seront les vôtres, les raisons pour lesquelles vous vous adressez à eux, comment et quand vous communiquerez avec eux, la forme de communication que devrait prendre le contenu, ainsi que les canaux que vous devriez utiliser pour le partager.

Centre EUROPE DIRECT Corsica – Récit européen à hauteur d’île
I /Analyse des besoins et défis territoriaux :
La Corse, territoire insulaire, plurilingue et fortement identifié culturellement, présente une configuration singulière dans le paysage européen. Son éloignement géographique, sa démographie modérée et ses fractures économiques la rendent vulnérable pour l’expérimentation de nouvelles formes de communication publique européenne. Si les fonds européens sont perçus comme utiles, les politiques de l’UE restent méconnues ou considérées comme abstraites, voire déconnectées des enjeux locaux. Ce paradoxe souligne une fracture narrative qui nécessite une stratégie différenciée, fondée sur la pédagogie, la proximité et la réappropriation citoyenne.
II/ Défis spécifiques identifiés :
Isolement structurel du CED Corsica dans le réseau national et européen, du fait de la géographie insulaire; Manque de relais médiatiques engagés pour traiter des questions européennes sur le territoire; Méconnaissance des dispositifs de participation et de mobilité, en particulier chez les jeunes ; Faible ancrage de l’Europe dans les récits du quotidien, renforçant la sensation de distance.
III/Objectifs stratégiques à horizon 2030
-Renforcer la culture européenne locale :
100 % des collèges et lycées informés de l’existence du matériel pédagogique européen grâce au partenariat avec le Rectorat, et 50 % intégrant une activité en lien avec l’UE dans leurs parcours pédagogiques. -Mobiliser la jeunesse : Sensibiliser 60 % des jeunes de 16 ans et plus à la citoyenneté européenne, aux élections européennes de 2029, et aux dispositifs de mobilité (Erasmus+, Corps européen de solidarité, DiscoverEU…). -Structurer un réseau d’acteurs-relais : Développer une communauté insulaire d’ambassadeurs de l’Europe, impliquant collectivités, enseignants, associations, élus, médias et institutions partenaires, capable de relayer les messages européens et de co-construire des projets.

Le Centre EUROPE DIRECT Corsica portera ainsi une nouvelle génération d’initiatives, à hauteur d’île, pour faire de l’Europe une présence utile, visible et appropriable au cœur du quotidien insulaire.
2. Plan de communication annuel pour 2026
Le plan de communication annuel pour 2026 sera évalué au regard des critères suivants:
− Pertinence (15 points): cohérence des objectifs du plan de communication annuel pour 2026 avec la partie 1 de la proposition (stratégie de communication 2026-2030).
− Qualité (20 points): couverture complète des objectifs du centre EUROPE DIRECT, comme expliqué à la section 2.2 de l’appel, et clarté des liens entre les groupes cibles identifiés et les canaux et activités proposés.
− Impact (15 points): utilisation appropriée des indicateurs clés de performance pertinents (voir note de bas de page 19 et section 2.4.8 de l’appel).
Le plan de communication annuel pour 2026 traduit les objectifs et finalités de la stratégie de communication sur cinq ans en actions concrètes répondant aux besoins recensés dans la section ci-dessus. Le plan de communication donne des objectifs clairs et confie des tâches spécifiques aux membres du personnel et permet de suivre les progrès accomplis dans la réalisation des objectifs de communication fixés dans votre stratégie de communication.
Il contient les principales actions, la méthodologie à utiliser, les outils, les publics cibles, les canaux, les principales étapes et le calendrier, ainsi que les réalisations et résultats escomptés.
Lorsque vous décrivez la méthodologie utilisée et/ou les outils et canaux privilégiés, indiquez pourquoi ils sont les plus appropriés pour atteindre vos objectifs de communication et atteindre les publics cibles. Décrivez en outre si vous collaborez avec d’autres partenaires (et, si oui, lesquels) et comment vous travaillez avec eux pour amplifier l’impact des activités.
Le plan de communication annuel comprendra, pour l’année 2026, des indicateurs clés de performance relatifs aux réalisations (tels que le nombre d’événements, le nombre de participants et le nombre de postes) et, dans la mesure du possible, aux résultats. Il décrira également la manière dont les indicateurs seront mesurés et fournira une base de référence (par exemple, «activité: animation d’un stand d’information lors de l’événement consacré à la Journée de l’Europe organisé par la municipalité – nombre attendu d’échanges directs avec les visiteurs: 80 – utilisation d’une fiche de suivi ou d’un quiz»).
Le plan de communication annuel doit être rédigé sous forme de texte pour fournir une brève introduction et sous forme de tableau pour décrire les activités spécifiques (un tableau par activité comportant un certain nombre d’activités). Il est des territoires où l’Europe ne s’impose pas : elle s’apprend et se tisse pas à pas. La Corse en fait partie. Sur, l’île l’Union européenne est bien présente dans les projets structurants, mais souvent absente des récits du quotidien. Elle finance, elle soutient, elle impulse… mais l’éloignement insulaire fait qu’elle ne parle pas toujours notre langue.
En 2026, avec ce nouveau cycle, le Centre EUROPE DIRECT Corsica adoptera une posture d’accompagnement : écouter avant d’expliquer, relier plutôt qu’enseigner, susciter plutôt qu’imposer.
Ce plan de communication ne prétend pas tout résoudre, mais il trace une voie. Un programme modeste mais résolu, construit avec les forces vives du territoire et nourri par l’expérience des années passées : collectivités locales, directions générales de la Collectivité de Corse, Université, CROUS, lycées, associations, jeunes volontaires. Ensemble, nous voulons faire de l’Europe un outil utile, un espace de dialogue, un horizon accessible particulièrement pour la jeunesse, dans une île qui manque parfois d’opportunités professionnelles, d’industries d’avenir, et traverse un climat social tendu.
Neuf actions récurrentes seront menées, pensées comme des moments d’appropriation, au plus près des citoyens : – un atelier dans un collège où l’on débat d’Europe comme on débat d’avenir, – une simulation parlementaire où un jeune découvre qu’il a une voix,
– une exposition qui suscite une question,
– une journée de terrain pour nettoyer un site et parler d’écologie européenne, – un voyage pédagogique qui transforme une curiosité en projet de vie.
Ces gestes peuvent sembler simples. Mais mis bout à bout, ils dessineraient une île qui choisit de se relier à l’Europe autrement : en partant de l’humain, de témoignage du vécu, et de l’ici et maintenant.
En 2026, nous ne chercherons pas à tout faire, mais nous ferons tout pour que ce que nous faisons ait du sens.

body of all the secondary schools in Corsica, is fully capable of mobilising secondary schools, particularly for events aimed at schoolchildren. In this
respect, thanks to the partnership between the academic delegate for European and international relations and cooperation (DAREIC) of the Academy
of Corsica, the Europe Direct Corsica Centre will continue its interventions in schools. With, in a continuous way, the section labelled Schoolambassador of the European Parliament of the vocational school of Finosellu (Aiacciu), but also with the other schools of vocational and general
education of Corsica, the CED will deploy exposures, will place at the disposal of the official teaching material of the EU, and will also animate ludo-

Any promoting regional networks ? the city of Bastia submitted its bid to become european capital of culture in 2028. the CED supported the association throughout its bid and was able to network with all the island's administrative and cultural support bodies.

Title: Neo voters of the Universal National Service and their networks
Topic: European session of the Youth Assembly (postponed) : A regional institution, the Youth Assembly, composed of 62 members aged 16-29, is
seen as a resource to act alongside local elected representatives. Young people now have their own representatives to directly express their
expectations and aspirations. In April, the CED will organise a debate on a subject of interest to the Youth Assembly, with a view to drawing up an
opinion to be sent to the Assembly of Corsica and the Executive Council of Corsica. The EDC will therefore support the Youth Assembly in the
elaboration of an opinion or a proposal on the future of Europe in Corsica, notably on subjects such as European youth, European mobility, or
environmental issues. This event, initially planned for 2022, has been postponed to 2023 because the Youth Assembly was officially established in
2022 and was therefore not ready for this European session.

Title: LGBTQI+ PUBLIC DEBATE
Topic: NEB Corsica The New European Bauhaus is being developed in Corsica around workshops and round tables on the themes of art and culture,
heritage, architecture and the circular economy. Indeed, the NEB Corsica is launched at the end of 2022 in Bastia and gathers many local actors in

Description: Local radio interview with the executive advisor Flora Mattei in charge of European affairs following the call for expressions of interest from the Corsican Community on international mobility for 2023/2024. The Europe Direct Center was present at the interview and distributed infographics on the ED network.
Description: The Europe Direct Corsica Center is in its first year of existence. The host structure of the label is the community of Corsica. CHAPITRE 1 GÉNÉRALITÉS
ARTICLE PREMIER – OBJET DE LA CONVENTION
La présente convention établit une coopération à long terme (ci-après le «partenariat-cadre») pour l’octroi de subventions de l’UE.
ARTICLE 2 – DÉFINITIONS
Aux fins du présent accord, on entend par:
Actions: les projets réalisés dans le cadre des subventions spécifiques octroyées au titre du partenariat-cadre.
Subventions: les subventions spécifiques octroyées au titre du partenariat-cadre.
Participants: les entités participant au partenariat-cadre en tant que bénéficiaires, entités affiliées ou partenaires associés.
Bénéficiaires (BEN): les signataires de la présente convention (directement ou par le biais d’un formulaire d’adhésion).
Entités affiliées (EA): entités affiliées à un bénéficiaire au sens de l’article 190 du règlement financier de l’UE (2024/2509)2 participant aux actions au titre du partenariat-cadre en ayant des droits et des obligations similaires à ceux des bénéficiaires (obligation d’exécuter les tâches s’inscrivant dans l’action et droit de facturer des coûts et de demander des contributions).
Partenaires associés (PA): entités qui participent aux actions au titre du partenariat-cadre, mais n’ont pas le droit de facturer des coûts ou de demander des contributions.
Portail: le portail «Financements et appels d’offres de l’UE»; le système d’échange et de portail électronique géré par la Commission européenne et utilisé par cette dernière et les autres institutions, organes ou organismes de l’UE pour la gestion de leurs programmes de financement (subventions, marchés, prix, etc.).

CHAPITRE 2 PARTENARIAT-CADRE
ARTICLE 3 – PARTENARIAT-CADRE
3.1. Partenariat-cadre – Plan d’action
Le partenariat-cadre est attribué à la proposition 101261648– acronyme CED CORSICA (ci- après le «partenariat-cadre»).
Les objectifs et activités à mettre en œuvre au titre du partenariat-cadre sont exposés dans le «plan d’action» à l’annexe 1.
3.2. Octroi de subventions – Conventions de subvention
L’autorité chargée de l’octroi peut octroyer des subventions pour les activités énoncées dans le plan d’action.
Les demandes de subventions seront sélectionnées à la suite d’invitations à soumettre une proposition.
Les bénéficiaires ne sont pas tenus de soumettre une proposition.
L’autorité chargée de l’octroi décidera de l’octroi de la subvention à la suite d’une évaluation réalisée conformément aux procédures et critères d’attribution énoncés dans l’invitation.
Si l’autorité chargée de l’octroi décide d’octroyer une subvention aux bénéficiaires, elle proposera de conclure une convention de subvention.
Les types suivants de conventions de subvention sont disponibles au titre du présent partenariat-cadre:
- CSS à montant forfaitaire Europe Direct (telle que publiée sur le portail)
Pour toutes les conventions de subvention conclues dans le cadre de la convention-cadre de partenariat, les bénéficiaires s’engagent à accepter les subventions et à assurer l’exécution des actions sous leur propre responsabilité et conformément aux conventions de subvention, avec toutes les obligations et conditions qu’elles fixent.
ARTICLE 4 – DURÉE ET DATE DE DÉBUT
La durée et la date de début du partenariat-cadre sont indiquées dans la fiche technique (voir point 1). Cette période ne peut être prolongée.
Toutes les conventions de subvention conclues au titre du partenariat-cadre doivent être signées avant la fin du partenariat-cadre.
CHAPITRE 3 EXÉCUTION DU PARTENARIAT-CADRE
ARTICLE 5 – CONSORTIUM: BÉNÉFICIAIRES ET AUTRES PARTICIPANTS

Seuls les participants faisant partie du consortium du partenariat-cadre peuvent demander des subventions, mais tous les participants au consortium du partenariat-cadre ne sont pas tenus de participer à toutes les subventions.
ARTICLE 6 – EXÉCUTION CORRECTE DU PARTENARIAT-CADRE
Les bénéficiaires doivent respecter les objectifs du partenariat-cadre et exécuter ce dernier tel que décrit à l’annexe 1; ils s’efforcent également d’atteindre ces objectifs dans le cadre de la mise en œuvre des subventions octroyées au titre du partenariat.
Les bénéficiaires doivent entretenir des relations de coopération mutuelle et avoir des échanges d’informations réguliers et transparents avec l’autorité chargée de l’octroi sur:
- la mise en œuvre et le suivi du plan d’action et les subventions; et
- d’autres questions d’intérêt commun liées au partenariat-cadre.
CHAPITRE 4 SUSPENSION ET RÉSILIATION
ARTICLE 7 – SUSPENSION DU PARTENARIAT-CADRE
Toutes les parties peuvent demander la suspension du partenariat-cadre pour des raisons dûment justifiées.
La partie qui suspend la convention doit soumettre une demande d’avenant (voir article 10), incluant:
- les motivations;
- la date à laquelle la suspension prend effet; cette date peut précéder la date de dépôt de la demande d’avenant; et
- la date probable de reprise.
La suspension prendra effet à la date indiquée dans l’avenant.
Dès que les circonstances permettent la reprise de l’exécution, le coordinateur doit immédiatement demander un autre avenant à la convention afin de fixer la date de fin de la suspension et la date de reprise (un jour après la date de fin de la suspension), de prolonger la durée du partenariat et d’effectuer les autres modifications nécessaires pour adapter le partenariat à la nouvelle situation (voir article 10), sauf si le partenariat a été résilié (voir article 8). La suspension sera levée à partir de la date de fin de la suspension fixée dans l’avenant. Cette date peut précéder la date de dépôt de la demande d’avenant.
ARTICLE 8 – RÉSILIATION DU PARTENARIAT-CADRE OU DE LA PARTICIPATION D’UN BÉNÉFICIAIRE
8.1. Résiliation de la convention

La partie qui résilie la convention doit soumettre une demande d’avenant (voir article 10), incluant:
- ses motivations; et
- la date à laquelle la résiliation prend effet (la «date de résiliation»); cette date doit être postérieure à la date de dépôt de la demande d’avenant.
La résiliation prendra effet à la date de résiliation indiquée dans l’avenant.
La résiliation ne libère pas les parties des obligations imposées en vertu des conventions de subvention en cours au titre du partenariat-cadre, à moins que ces conventions n’aient également été résiliées.
Aucune des parties ne peut réclamer des dommages et intérêts au titre de la résiliation par l’autre partie.
8.2. Résiliation de la participation d’un bénéficiaire

CHAPITRE 5 DISPOSITIONS FINALES
ARTICLE 9 – COMMUNICATION ENTRE LES PARTIES
Les communications doivent être effectuées conformément aux mêmes règles et procédures que celles énoncées dans les conventions de subvention.
ARTICLE 10 – AVENANTS
Les parties peuvent demander des avenants conformément aux mêmes conditions et procédures que celles énoncées dans les conventions de subvention.
ARTICLE 11 – ADHÉSION ET AJOUT DE NOUVEAUX BÉNÉFICIAIRES
SANS OBJET
ARTICLE 12 – TRANSFERT DE LA CONVENTION
Les transferts de conventions-cadres de partenariat monobénéficiaires sont possibles conformément aux mêmes conditions et procédures que celles énoncées dans les conventions de subvention.
ARTICLE 13 – DROIT APPLICABLE ET RÈGLEMENT DES LITIGES
Pour le droit applicable et le règlement des litiges, les règles et procédures applicables sont les mêmes que celles énoncées dans les conventions de subvention.
ARTICLE 14 – ENTRÉE EN VIGUEUR
